RECOMMENDATION:
Staff recommends the City Council recreate the City Council Sister City
Subcommittee and name two members thereto.
BACKGROUND/DISCUSSION:
In FY 2007-08, a City Council Subcommittee of former Vice Mayor Gross and
current Vice Mayor Silbiger met with staff and members of the Culver City Sister
Cities Committee (CCSCC) to review the structure and operations of the CCSCC
and its relationship to the City of Culver City. At the January 28, 2008 City Council
Meeting, the City Council discussed the Culver City Sister Cities Committee’s
(CCSCC) establishment as a 501(c)(3) and directed the City Council Subcommittee
to work with City staff for 60 days regarding the preparation of the proposed
Memorandum of Understanding (MOU). In recent months, the CCSCC has obtained
its non-profit corporation status as its own 501 (c) (3). And, under the guidance of
the past City Council Subcommittee, staff has been working with members of the
CCSCC to develop a draft MOU between both entities.
Although CCSCC representatives and staff have worked on the MOU during this
time and the document is near finalization, the 60 days has passed. The City
Manager’s Office recommends the City Council recreate the CCSCC City Council
Subcommittee by naming two Councilmembers to serve on Sister City Committee
for the purpose of evaluating the draft MOU and advising staff. The two
Councilmembers will meet directly with staff to work out the final MOU, which will be
brought back to the City Council for consideration.

There is no fiscal impact associated with forming the Culver City Sister City
Committee Council Subcommittee.

MOTION:
That the City Council:
1. Re-create the Sister City Subcommittee; and,
2. Appoint Councilmember and Councilmember
_______________ to the Culver City Sister City Committee Council
Subcommittee for the purpose of advising staff on the MOU with the CCSCC;
OR
3. Provide other direction to staff as deemed appropriate.
