RECOMMENDATION:
Staff recommends that the City Council appoint members to the Fiesta La Ballona
Committee.
BACKGROUND:
At the meeting of December 10, 2012, the City Council adopted Resolution 2012-
R104, establishing the Fiesta La Ballona Committee (FLBC) and approving its
bylaws.
Consistent with the bylaws, the FLBC shall consist of seven members appointed by
the City Council. Members need not be Culver City residents, however Culver City
residents and owners/operators of Culver City based businesses are encouraged to
apply.
Meetings shall occur as needed and the membership shall establish a regular
meeting schedule at the first meeting of each planning year. Because the FLBC
addresses continuing subject matter, the FLBC shall be subject to the Brown Act.
DISCUSSION:
Upon establishment of the FLBC, the City Clerk’s Office posted the vacancies and
took the following steps to notify the public of the opportunity to submit applications:
• Advertisement ran in the Culver City News for five weeks from January 10, 2013
– February 13, 2013.

February 7, 2013.
The application period ended on Thursday, February 14, 2013 at 5:00 PM.
A total of six (6) people submitted timely applications indicating an interest in serving
on the FLBC (Attachment 1).
The bylaws indicate that initially, three Members shall serve until November 30,
2014 with the remaining four members serving until November 30, 2016.
Because fewer than seven applications were received, staff recommends City
Council consider whether to extend the application period, make appointments to fill
the offices and extend the application period, or fill the offices and not extend the
application period.
FISCAL ANALYSIS:
The cost for advertisements totaled $2,850, which will be paid through the City
Clerk’s Office “Advertising and Public Relations” account (10111100.517300.). For
new appointments to the FLBC, individuals who have not already completed AB
1234 Ethics training must do so, along with Brown Act training. Sufficient funds for
training shall be included in the Non-Departmental Division of the City Manager’s
Proposed Budget for Fiscal Year 2013/2014.
