Baker) (11/11/09) Chief Financial Officer Approval: Jeff Muir (11/11/09) City Manager Approval: Mark Scott (11/11/09) RECOMMENDATION: Staff recommends that the City Council designate a Councilmember as Culver City’s nominee to represent the Ballona Creek Watershed Cities as a Voting Member on the Santa Monica Bay Restoration Commission. BACKGROUND: In 2008, a West Hollywood Councilmember, who was currently serving as the Ballona Creek Watershed cities’ representative on the Santa Monica Bay Restoration Commission Governing Board, became unable to finish his term. At that time a Culver City Councilmember was the West Hollywood Councilmember’s Alternate. With the change in City Councilmembers in Culver City, an opportunity arose for a Culver City Councilmember to serve as a Governing Board Member. Since 2008, Councilmember O’Leary has represented the Ballona Creek Watershed cities, with a City of Beverly Hills Councilmember as his Alternate. A City of Santa Monica Councilmember serves as a Voting Member in an At Large capacity. On October 30, 2009, the City of Culver City received a memo addressed to the Members of the Bay Watershed Council from the Santa Monica Bay Restoration Commission inviting them to participate in the election of nine (9) eligible members of the Bay Watershed Council to the Commission’s Governing Board. The upcoming term will be from January 1, 2010 to December 31, 2011. City of Culver City, California Agenda Item Report DISCUSSION: Councilmember O’Leary has expressed interest in continuing to serve as a Voting Member representing the Ballona Creek Watershed cities. He has been regularly attending meetings and has had staff support from the Public Works Department. Both Councilmember O’Leary and Vice Mayor Armenta serve as the City Council subcommittee for the Baldwin Hills Park/Ballona Creek and Santa Monica Bay Restoration Advisory Subcommittee. To remain fully compliant with the Brown Act, staff recommends the City Council nominate a Councilmember who currently serves on the City Council Subcommittee (i.e. either Councilmember O’Leary or Vice Mayor Armenta). Alternately, the City Council could nominate any Councilmember (in which case staff would recommend the City Council adjust the membership of the Subcommittee) or determine to take no action. Staff at the Santa Monica Bay Restoration Commission had set a deadline for nominations of November 16, 2009. Staff has learned that this deadline has been extended to at least November 23, 2009. Should the City Council make a nomination this evening, staff would transmit that nomination by the deadline. FISCAL ANALYSIS: There is no fiscal impact to forward the name of a Councilmember for consideration as Culver City’s nominee from the Watershed Cities. ATTACHMENTS: None.
