RECOMMENDATION:
Staff recommends: (1) The Redevelopment Agency and the City Council approve a
budget amendment to drawdown $189,665 of traffic mitigation funds deposited with
the Redevelopment Agency which could be allocated to the City’s Fox Hills Area
Traffic Signal Synchronization Project, P-852, (2) the City Council approve a budget
amendment to reduce the allocation in the amount of $143,390 from Gas Tax funds
for Fox Hills Area Traffic Signal Synchronization Project, P-852 and (3) Approve a
budget amendment to increase the Prop C grant revenue and appropriation in the
amount of $138,825 for P-852
(A 4/5ths vote is required for budget amendments).
BACKGROUND:
Staff submitted the Fox Hills Area Traffic Signal Synchronization Project to the Los
Angeles County Metropolitan Authority (Metro) 2001 Call for Projects program for
funding. The application proposed multiple components of work comprising of
upgrading 12 traffic signals within the Fox Hills area, switching existing traffic signal
data transmission from copper wire interconnection to the City’s existing fiber optic
network, providing mutual video surveillance capability between Culver City and Los
Angeles Department of Transportation (LADOT), certifying the City existing traffic
signal communication infrastructure and acquiring a citywide traffic control system.
The application was accepted by Metro and the Memorandum of Understanding
(MOU) between the City and Metro was fully executed in March 2006. The project
received $1,483,000 in grant money and the City’s required match for the grant is
20% or $365,160. The City’s entire match of $365,160 is currently funded by Gas City of Culver City, California

Tax in accordance with the adopted City budget. The sum of the grant money and
the City match is $1,848,160.
Recognizing recent increases in construction cost, in September 2006 Metro
requested applications for Supplemental Funding for existing Projects. The City
applied for and was awarded $138,825 in additional grant funding for the project.
The City’s required match for the Supplemental Funding is approximately 25% or
$46,275. The funding for the required match is included in the approved 2008/09
CIP budget from the Gas Tax fund.
DISCUSSION:
As part of the Culver City/Culver City Redevelopment Agency Agreement made with
the original developer of the La Cienega Slauson Business Park in 1987, a total of
$520,385.27 was received and solely dedicated for traffic mitigation measures on
Slauson Avenue and streets in the vicinity of Slauson Avenue. $330,720.27 out of
the total $520,385.27 was received by the City/Agency in 1989. Crown Wateridge
Associates is the successor in interest to the original developer. Crown Wateridge
provided the remaining $189,665 in 2001.
As of this date, there are $189,665 remaining in this developer fund. The Fox Hills
Area Traffic Signal Synchronization project will be upgrading existing traffic signals
along Slauson Avenue as well as signals along streets immediately adjacent to
Slauson Avenue providing betterment to the traffic operations in the area. The
upgrade of the signals will directly benefit the areas along Slauson Avenue and
areas in the vicinity of Slauson Avenue with optimized signals meeting the current
traffic patterns. The other components of the Fox Hills Area Traffic Signal
Synchronization project will have indirect benefits, proving remote control of all
signals responding to the ever changing traffic patterns. The scope of the Fox Hills
Area Traffic Signal Synchronization project meets the intent and premise established
by the City/Agency for the use of the subject developer funds.
Staff recommends that $46,275 from the available $189,665 developer fund be
appropriated as the City match funds for the recently approved supplemental funding
from Metro. Also it is recommended that the remaining $143,390 ($189,665 -
$46,275) developer fund be substituted for Gas Tax funds to fulfill the required City
match funds of $365,160 for the original Call for Project grant. This would allow
$143,390 of Gas Tax funds to be transferred to the unreserved Gas Tax fund fund
balance for future use on other projects.

Staff received the signed grant agreement from Metro for $138,825 subsequent to
the adoption of the 2007/08 CIP budget. Therefore, a budget amendment is needed
to increase the Prop C grant revenue for P-852 (42300852.346570) and also
increase the corresponding expenditure allocation (42300852.730100). A 4/5ths
vote is needed for a budget amendment.

MOTIONS:
That the Redevelopment Agency and the City Council:
1) Approve a budget amendment to appropriate $189,665 from the Redevelopment
Agency Crown Wateridge Associates, developer funds (account number
550.212450) for traffic mitigation purposes to the Fox Hills Area Traffic Signal
Synchronization Project P-852 ; and
That the City Council:
1) Approve a budget amendment to increase the Prop C grant revenue for P-852
(42300852.346570) by $138,825 and increase the corresponding appropriation
(42300852.730100) by $138,825; and
2) Approve a budget amendment to reduce the appropriation in the amount of
$143,390 from Gas Fund for the Fox Hills Area Traffic Signal Synchronization
Project, P-852,;
