RECOMMENDATION
Staff recommends the City Council (1) consider a recommendation by the Equity and Human Relations Advisory Committee (EHRAC) and authorize the EHRAC to conduct the “Paper Tigers: A movie screening and community conversation on Childhood Trauma and Equity” event; and (2) authorize the City Manager to administratively approve applicable City permits and agreements needed to conduct the event.
BACKGROUND/DISCUSSION
During Fiscal Year 2021-2022, the EHRAC voted to hold various public community events as part of their work plan. One of these public events includes a Childhood Trauma and Equity Movie Screening event. The event is tentatively scheduled for December 3, 2022; however, the event location is still being determined.
The EHRAC is recommending a public screening for the movie “Paper Tigers,” a 100-minute documentary by writer/director James Redford, about a year in the life of high school students who are undergoing tremendous stress and who eventually profit greatly from “trauma informed” education, assessment, and intervention. Following the movie screening, the EHRAC will host a discussion on childhood trauma, its relationship to equity issues, and provide suggestions to move forward with these critical issues.
If this event is approved, staff will secure special event insurance through the Risk Management division and coordinate any other appropriate permits and licenses that may be necessary.
The EHRAC is proposing to invite panelists to participate in the event to share reflections about the movie or reflections on a topic related to the movie. Staff is working with an EHRAC Ad Hoc Subcommittee to approve the panelists who will be potentially participating. Staff is also working with the EHRAC Ad Hoc Subcommittee on the possibility of the Culver City Unified School District co-sponsoring the event. Staff met with the Ad Hoc Subcommittee and the School Superintendent as well as a School Board member on Tuesday, September 6, 2022, and confirmation is pending from the School Superintendent.
FISCAL ANALYSIS
There will be costs associated with securing a license to screen the film ($400.88), special event insurance (approximately $1000), and possible fees depending on the location/venue where the event will take place. There is sufficient funding in the Adopted Budget for Fiscal Year 2022-2023 for this screening in Account # 10122100.517000 (Human Resources - City Commission Expenses.)
