RECOMMENDATION:
Staff recommends the City Council approve the use of Proposition 1B - Local Streets
and Roads Improvement, Congestion Relief, and Traffic Safety Account Funds, for
Capital Improvement Projects on the Following Streets: Adams Boulevard,
Blackwelder Drive, Braddock Drive (from Overland Avenue to Harter Avenue), Carson
Street (from Ince Boulevard to Higuera Street), Cota Street (from Ocean Drive to
Rhoda Way), Garfield Avenue (from Huntley Drive to cul-de-sac), Irving Place (from
Braddock Drive to Farragut Drive), Smiley Drive, and Westwood Boulevard (from
Dobson Way to Cota Street)
BACKGROUND:
In 2006, California voters approved Proposition 1B which authorized the issuance of
$19.925 in bonds to fund a variety of transportation priorities. This included $2 billion
for cities and counties to fund the maintenance and improvement of local
transportation facilities. The 2007 Budget Act and Chapter 181, Statutes of 2007
appropriate a total of $950 million of these Proposition 1B funds in Fiscal Year 2007-
08. Of this amount, $550 million is allocated to cities based on population, with each
city allocated a minimum of $400,000. To receive these funds, each city council must
approve a plan for use of the amount of funds available in 2007-08. Culver City is
allocated $656,111.55 of Proposition 1B funds for fiscal year 2007/08.

DISCUSSION:
Taking into consideration recommendations from the pavement management system
program, field reports from the Public Works Department staff, and requests from
residents, the City Engineer reviewed and selected the following residential streets for
improvement:
1. Adams Boulevard
2. Blackwelder Drive
3. Braddock Drive (Overland Avenue to Harter)
4. Carson Street (Higuera to Ince)
5. Cota Street (Ocean Drive to Rhoda Way)
6. Garfield Avenue (Huntley Drive to cul-de-sac)
7. Irving Place (Braddock Drive to Farragut Drive)
8. Smiley Drive
9. Westwood Boulevard (Dobson Way to Cota)
The scope of work for the project consists of grinding two inches (2”) existing asphalt
concrete (AC) pavement and replacing it with paving fabric and 2 inches of new
conventional asphalt including replacement of uplifted curb and gutter and sidewalk.
Staff recommends that the City Council approve the aforementioned list of streets to
be funded with Proposition 1B funds for local road improvements.
Upon receipt of these funds, staff will advertise the project for construction bids. Staff
anticipates requesting award of the contract in May of 2008.
FISCAL ANALYSIS:
To receive funds, the California Department of Finance must accept the plan and then
notify the State Controller’s office. The funds will be disbursed the following month.
Once these funds are received by the City they will be transferred to P-863 Residential
Paving Program.
The use of Proposition 1B funds will help to reduce deferred maintenance on City
streets by using voter approved state money to supplement and leverage General
Fund monies.
