RECOMMENDATION
Staff recommends the General Plan Advisory Committee (GPAC) receive a presentation on and discuss existing sustainability and climate change conditions in Culver City.
BACKGROUND
The GPAC has received presentations on Culver City’s existing conditions, issues, and opportunities on various topics related to the General Plan Update (GPU), including the following:
• Equity, community safety, and policing during two special meetings: one on June 30, 2020 and the other on September 17, 2020
• Socioeconomic and market/economic conditions and the arts, culture, and creative economy during a regular meeting on July 9, 2020
• Housing during a special meeting on August 13, 2020
• Land use and community design during a special meeting on August 13, 2020, a regular meeting on September 10, 2020, and a special meeting on October 8, 2020
• Transportation and mobility during a regular meeting on November 12, 2020
DISCUSSION
Raimi + Associates, the lead consultant for the GPU, will give a short presentation describing sustainability and climate change conditions in Culver City and:
• Provide a background on sustainability and how the concept is applied to urban planning.
• Provide a summary of City greenhouse gas emissions, programs, and policies.
• Discuss how the City’s historic leadership can be enhanced going forward to achieve environmental and climate action goals and improve quality of life.
• Share examples from other jurisdictions of best-in-class or innovative plans, policies, and programs in the following topic areas:
o Integrative Process
o Energy + GHG Emissions
o Water Efficiency
o Materials + Resources
o Natural Systems + Equality
o Transportation + Land Use
o Quality of Life
• Brainstorm on issues, vision, goals, and strategies related to the above topics that can be included in the General Plan.
Most of the meeting will be spent in GPAC discussion. To prepare for the meeting’s discussion, please think about the following questions:
• What does sustainability mean to you personally?
• What does sustainability mean in Culver City?
• What do you consider to be the City’s greatest sustainability accomplishment to date?
• What are some of the critical sustainability issues in Culver City?
• How should sustainability be incorporated into the General Plan? Integrated into relevant elements or as a standalone element?
• How can the General Plan begin to address these issues?
