Nachbar (05/30/12) RECOMMENDATION: Staff recommends the City Council: (1) accept the work performed by Palp, Inc. dba Excel Paving; (2) authorize filing a Notice of Completion; and (3) authorize release of the retention payment upon the expiration of the 35-Day lien period, for the 2011 Pavement Overlay Project, Phase 2, P-863. BACKGROUND/DISCUSSION: On September 12, 2011, the City Council awarded a construction contract to Palp, Inc. dba Excel Paving. The project consisted of variable depth grinding of existing asphalt concrete (AC) pavement and the overlay of 2 inches of new rubberized asphalt concrete hot-mix pavement on the following street segments: 1. Smiley Drive: La Cienega Boulevard to Fairfax Avenue 2. Cattaraugus Avenue: Washington Boulevard to Northerly City Limits 3. Watseka Avenue: Washington Boulevard to Northerly City Limits 4. Delmas Terrace: Washington Boulevard to Bank driveway 5. Mentone Avenue: Culver Boulevard to Braddock Drive 6. LeBourget Avenue: Bradock Drive to Farragut Drive 7. Huntley Place: Huntley Avenue to 200 feet east of Huntley Avenue The following streets were added as a change order: 8. Garfield Avenue: Elenda Street to Overland Avenue 9. Pickford Way: Kinston Avenue to Studio Drive 10. Flaxton Street: Overland Avenue to Kinston Avenue City of Culver City, California Agenda Item Report 11. Helms Avenue: Higuera Street to National Boulevard Additionally, the scope of work included removal and replacement of curb and gutter, re-striping of pavement markings with thermoplastic paint, and installing raised pavement markers and traffic loop detectors. In addition to the above, change order work included the reconstruction of a portion of the access road at the top of Culver City Park, installation of speed tables on Lenawee Avenue, and construction of the interlocking paver crosswalk at Sepulveda Boulevard/Lindblade Street. Excel Paving successfully completed the work as required in the executed contract dated October 6, 2011. There is a one year warranty on the work product for any defects. The construction management was performed by staff, and construction inspection was performed by APD Consultants, Inc. through the on- call general civil engineering contract. Construction geotechnical service was performed by Associated Soils, Inc. through the on-call general geotechnical engineering contract. FISCAL ANALYSIS: The approved construction contract amount was $574,432, and the City Council authorized the Public Works Director/City Engineer to approve change orders in the amount not to exceed $218,412 for additional street paving and other miscellaneous work. Staff proposes to utilize $11,663 from fund 42000937 for repair to the Culver City Park access road and $10,000 from fund 42000599 for construction of speed tables at Lenawee Avenue. Additionally, on March 12, 2012, the City Council approved an amendment to the existing contract with Excel Paving for construction of the interlocking paver crosswalk at Sepulveda Boulevard/Lindblade Street whose cost was $127,980. The interlocking paver crosswalk was paid through Sepulveda Boulevard AIP (48792920) funds. The final construction expenditure amount was $791,368. MOTIONS: That the City Council: 1) Accept the work performed by the contractor, Palp, Inc. dba Excel Paving, for the 2011 Pavement Overlay Project, Phase 2, P-863; and, 2) Authorize the Public Works Director/City Engineer to execute the Notice of Completion and submit it to the Los Angeles County Recorder’s Office for recordation; and, 3) Authorize the release of retention funds to Palp, Inc., dba Excel Paving upon expiration of the thirty-five day lien period.
