RECOMMENDATION
Staff recommends the City Council approve a professional services agreement with United Water Storm Water, Inc. for the Culver Boulevard Stormwater System Maintenance in an amount not-to-exceed $177,000.
BACKGROUND
The Culver Boulevard Stormwater System captures and treats stormwater/urban runoff from approximately 797 acres of drainage area. Stormwater/urban runoff is diverted from two Los Angeles County Flood Control District (LACFCD) storms drains on Sepulveda Boulevard and Harter Avenue. Project components lie underneath a landscaped median and bikeway on Culver Boulevard between Sepulveda Boulevard and Harter Avenue. A portion of the captured run-off is stored in an underground retention basin and can be used to supplement the required irrigation for the landscaping along Culver Boulevard. The excess captured run-off is filtered and discharged back into the Harter Avenue storm drain downstream of the project as treated stormwater.
The first two years of operation have had unseasonably heavy rains, resulting in heavier than average sediment, and cleaning/maintenance of the subterranean project components is required to ensure continued optimal operation of the project. Reclaimed water has not been used for irrigation to avoid this sediment clogging irrigation tubes and emitters. Staff is working on a design for secondary filtration to mitigate this concern in future wetter-than-average years, which has been an issue on similar projects regionally. This sediment can also retain metals and pollutants and its removal from the chambers ensures that effective filtration is achieved.
DISCUSSION
On September 26, 2024, the City released a Request for Proposals (RFP #2533) seeking proposals from qualified vendors for the maintenance of the Culver Boulevard Stormwater System. An addendum was released on Thursday, October 17, 2024. A total of five (5) proposals were received by the October 24, 2024, submission deadline. The proposers are listed below in alphabetical order:
1. Downstream Services, Inc.
2. Mike Prlich & Sons, Inc.
3. National Plant Services
4. Panico Excavation, Inc.
5. United Storm Water, Inc.
The proposals were evaluated based on the qualifications and experience of the firm and proposed team; questions/responses to the scope of services; references; and total cleaning costs. Staff determined United Storm Water, Inc. to be the best qualified.
United Storm Water, Inc. is a company with over 25 years of experience and expertise in providing storm water maintenance and installation to municipalities. Recent relevant experience includes cleaning drainage systems for California Department of Transportation (Caltrans) and City of Camarillo.
Staff recommends that City Council approve a professional services agreement with United Storm Water, Inc. for the Culver Boulevard Stormwater System Maintenance in an amount not-to-exceed $177,000.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding for the maintenance and cleaning services in CIP Account No. 434.80000.730100.PR002 (Stormwater MS4 Permit Compliance Program Fund) in the Capital Improvements section of the budget book on page 481. The project is funded by the Urban Runoff Mitigation Fund (Fund 434).

1. Approve a professional services agreement with United Storm Water, Inc for the Culver Boulevard Stormwater System Maintenance in an amount not-to-exceed of $177,000; and
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
