RECOMMENDATION
Staff recommends that the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the Ivy Substation Roof Repair Project, PF-029.
BACKGROUND
On June 8, 1987, the City of Los Angeles and the former Culver City Redevelopment Agency (Agency) executed a 40-year lease for the Ivy Substation (Lease). The Lease includes a 10-year option that has been exercised and ends in 2037. In 2012, the Lease was conveyed to the Successor Agency pursuant to AB26 and AB1484 (Dissolution Act). The Lease was conveyed to the City in early 2020. Capital improvements are the responsibility of the City.
The Actor’s Gang has occupied the space since 2005, periodically updating the agreement, most recently in 2021. On October 25, 2021, modifications were made to update the license agreement to a sublease with an option to extend through 2037.
In early 2017, the City contracted with Walker Consulting to assess the building’s condition and recommend necessary improvements. The Maintenance Plan identifies the need for approximately $700,000 in structural and aesthetic improvements over the next 10 years. However, these costs may be higher given the current conditions for sourcing materials.
On May 28, 2019, Walker Consultants was approved to prepare building repair construction documents and provide engineering services related to Ivy Substation Capital Improvements. Walker Consultants has worked to prepare final plans and specifications in coordination with City staff. Since the building is within the City of Los Angeles, City staff obtained permit approval from the Los Angeles Department of Building and Safety in May 2025 with a Ready-To-Issue permit.
FISCAL ANALYSIS
The total estimated project cost is $150,000. The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding for the project in CIP# PF029 (Ivy Substation Building Improvements) which can be found in the Capital Improvements section of the budget book under Capital Improvements & Acquisitions Fund - Facilities Planning Reserve (Fund 420F) on page 480.
