RECOMMENDATION
Staff recommends the City Council: (1) accept the work performed by Superior Pavement Markings, Inc.; (2) authorize filing a Notice of Completion; and (3) authorize release of retention payment in the amount of $15,966.08 after the expiration of the 35-Day lien period for the Washington Boulevard Striping and Bike Lane Project, PZ-965
BACKGROUND/DISCUSSION
On September 28, 2015, the City Council approved a construction contract with Superior Pavement Markings, Inc, for the Washington Boulevard Striping and Bike Lane Project, PZ-965. The existing lane line striping and pavement markings on Washington Boulevard west of Sepulveda Boulevard to the westerly City boundary of Walnut Avenue/Del Rey Avenue were faded and needed to be repainted. The project consisted of removal of the existing lane lines and markings, spotting new lane lines to accommodate creation of the bike lanes and sharrows, and restriping the roadway. The Project utilized a lane line enhancement technique of highlighting the white lane line markings with a black paint frame to enhance lane line visibility on concrete surface.
The repainting plan adheres to the City’s Bicycle and Pedestrian Master Plan (BPMP) creating 5’ wide eastbound and westbound bicycle lanes along approximately 1.8 miles of the segment, and where narrow, installation of share the road “sharrows” along the remaining 0.65 mile of the Project.
Superior Pavement Markings, Inc. successfully completed the work as required in the executed contract. The construction management was performed by staff, and construction inspection was performed by The Nickerson Company through the on-call general civil engineering contract.
FISCAL ANALYSIS
The approved construction contract amount was $308,500 and the City Council authorized the Public Works Director/City Engineer to approve change orders in the amount not to exceed $32,520. The final construction expenditure amount was $319,321.50. The increase in construction costs and delay of the project completion were due to several factors:
• Additional striping work on Centinela Avenue from Mesmer Avenue to Sepulveda Blvd to provide a safer transition for eastbound traffic;
• Additional striping work on Sepulveda Blvd and Slauson Avenue to accommodate two left-turn pockets for northbound traffic;
• Accommodations to minimize traffic impacts to businesses along Washington Boulevard;
• Weather Conditions;
• Delay due to Southern California Edison construction work; and
• Increase in bid item quantities

MOTION
That the City Council:
1) Accept the work performed by the contractor, Superior Pavement Markings, Inc., for the Washington Boulevard Striping and Bike Lane Project, PZ-965;
2) Authorize the Public Works Director/City Engineer to execute the Notice of Completion and submit it to the Los Angeles County Recorder’s office for recordation;
3) Authorize the release of retention funds in the amount of $15,966.08 to Superior Pavement Markings, Inc. upon expiration of the 35-day lien period.
