RECOMMENDATION

 

Staff will provide an update on the Final Draft of the Complete Streets Design Standards and recent community engagement events. Committee members will have an opportunity to ask questions, discuss, and provide staff with final input.

 

BACKGROUND/DISCUSSION

 

On March 10, 2025, the City published the Final Draft of the Complete Streets Design Standards for public review and comment. The Final Draft can be accessed on the project’s web page at culvercity.org/completestreets.

 

In tandem with the release of the Final Draft, staff hosted Community Open Houses on March 12 and 19, 2025, a Walking Tour on March 29, 2025, and will be hosting a second Walking Tour on April 5, 2025. At the Community Open Houses, members of the public learned more about the City’s street classifications (also known as Functional Classifications); the design elements associated with them; and had the opportunity to provide feedback to City staff. The Open Houses also featured an interactive exercise where participants were guided through the different steps about taking a Complete Street project from concept to construction, including identifying funding sources; developing a community engagement strategy; and confirming that the project scope of work aligned with other City plans and policies, such as the Bicycle & Pedestrian Action Plan and General Plan. At the Walking Tour, members of the public took a short walk with City staff to learn even more about the Standards and the design elements that help make streets “complete.” Staff have been collecting feedback at these events as well.

 

Public comments are due on April 11, 2025, and can be submitted on the project’s web page at culvercity.org/completestreets. After the public comment period closes, staff will finalize the Standards and present them to the City Council for adoption, tentatively scheduled for May/June 2025.
