RECOMMENDATION:
Staff recommends the City Council consider a proposal to co-sponsor the Culver
City Small Business Opportunities Seminar organized by the Office of State
Controller John Chiang and direct the City Manager as deemed appropriate.
BACKGROUND:
The Office of John Chiang, California’s State Controller, has approached the City to
hold the Culver City Small Business Opportunities Seminar (Seminar) in the City
Council Chambers on Friday, August 5, 2011. City Council Policy 4008 states the
“City Council Chambers may also occasionally be used as a meeting place or forum
for other limited governmental purposes, including…use by other public agencies
concerning public matters as authorized by the City.“ Use of the Council Chambers
for this purpose would be consistent with the Policy and with past practice. As such,
the City Council Chambers have been tentatively reserved for the Seminar on
Friday, August 5, 2011.
At the City Council meeting of June 27, 2011, the City Council directed staff to place
on the July 11, 2011 agenda an item for discussion of the City’s sponsorship of this
event.

DISCUSSION:
City staff has been in contact with staff of the State Controller’s Office who is delighted
to have the cooperation of the City on this event. Because the State Controller’s
Office desired to send out advance notification of the Seminar prior to the City
Council’s consideration of this item, and based upon the fact the City is “hosting” the
event in the City Council Chambers, staff has authorized the State Controller’s Office
to use the City Seal on the advance notification and indicate the City as a “host” of the
event. Should the City Council approve co-sponsoring the event, the term “host”
would be replaced with “co-sponsor.”
FISCAL IMPACT
Should the City Council determine to co-sponsor this event, it is not anticipated to
produce a significant fiscal impact.
MOTION:
That the City Council:
Determine if it wishes to co-sponsor the Culver City Small Business Opportunities
Seminar and direct the City Manager as deemed appropriate.
