RECOMMENDATION
Staff recommends the City Council adopt a Resolution approving and confirming the findings from the 2024 Housing Element Annual Progress Report (Exhibit A - Attachment 1) as required by the State of California Department of Housing and Community Development (HCD), and the 2024 General Plan Annual Progress Report (Exhibit B - Attachment 1) as required by the State of California Governor's Office of Land Use and Climate Innovation (LCI).
BACKGROUND
HCD requests data on Housing Element implementation from jurisdictions on an annual basis. The State requests information related to the number of net new housing units and goal and policy achievement. HCD also tracks net new housing development to determine the number of units added within a calendar year. For example, the demolition of a single-family home to construct a triplex would be recorded by HCD as two new dwelling units.
This data is used to assess jurisdiction-specific progress in meeting Regional Housing Needs Allocation (RHNA) numbers. The Planning and Development and Housing and Human Services Departments prepared the 2024 Housing Element Annual Progress Report (APR) and will submit it to HCD by the April 1, 2025 deadline.
LCI requires a General Plan Annual Progress Report (APR) to monitor implementation of General Plan policies, goals, and actions. The APR is flexible in format and recommends a discussion of major projects that satisfy goals of the General Plan as well as planning activities initiated in 2024.
DISCUSSION
2024 Housing Element Annual Progress Report
The City adopted the 2021-2029 Housing Element on August 8, 2022 and received certification by HCD in October 2022. The 6th Cycle RHNA requires that the City adequately plan to permit 3,341 new dwelling units, at various affordability levels, over the course of the eight-year period between 2021-2029.
HCD recommends planning for a buffer beyond the minimum RHNA to ensure the number can be met. The Culver City Housing Element plans for 8,325 new units, which is 249% of the RHNA total.
In 2024 the City issued permits for 87 housing units. In total for 2021-2024 the City has issued permits for a total of 531 units, and there are 2,810 units remaining to meet the total RHNA allocation, as indicated in Table 1. Full numbers and project descriptions can be found in Exhibit A of Attachment 1.
New units are determined to count towards RHNA numbers only when the building permit is issued.

The City continued to make progress to meet the State mandated RHNA goals during the 2024 calendar year. State mandates require the City to track the following new housing unit related data, shown in table 2.

1. The City received a total of 1,829 housing applications in 2024, which included ADUs, single family dwellings, and multifamily developments. Most of the units submitted come from large development projects.
2. A total of 87 units were issued building permits by the Building Safety Division, which includes applications from previous years.
3. 315 units were issued planning entitlements.
4. A total of 78 units were issued certificates of occupancy in 2024.
Per recent reporting, Culver City is among the top 10 cities in ADU production from 2018-2023 within the LA County region, with 34.46 ADUs being built per 1,000 existing housing units. With the adoption of the General Plan 2045, the City has now received over 4,200 units in development project applications, with over 600 units designated for affordable housing. The City continues to make progress towards the Housing Element implementation measures/programs in the 2024 calendar year. The Housing Element consists of 44 implementation measures/programs. As of this report, the City has made the following progress towards Housing Element implementation measures/programs.

Notable Housing Element implementation measures/programs completed or in progress includes expanded and enhanced homeless outreach services and partnership between Urban Alchemy (UA), the Leading Outreach with Valued Engagement (LOVE) team and the City’s Mobile Crisis Team who provide homeless outreach services during the hours of 3:00PM to 11:30PM seven days a week. The Housing and Human Services Department has also continued work with Upward Bound House (UBH) Family Shelter to provide 18 beds of emergency interim housing for unhoused children and their families which has served 31 families and 45 unhoused children (2D Emergency Shelters). The City has also retained two public relations and communications firms to assist with community communications and engagement surrounding homeless services including Project Homekey, Wellness Village, and the Mobile Crisis Team. In addition, these firms also work with Rent Control and Tenant Protections and the Landlord Tenant Mediation Board (5M Promotion of Housing Programs). 2024 General Plan Annual Progress Report
The General Plan 2045 was adopted in September 2024. The General Plan establishes a 20-year work plan across City Departments. This work plan consists of 202 implementation actions, which are to be implemented as short term (1-5 years), medium term (5-10 years) and long term (10+ years). As of this report, the City has made the following progress towards General Plan Implementation Actions.

Since adoption of the General Plan 2045, notable projects completed or in progress include; The comprehensive zoning code update, the creation and adoption of the Culver City Parks Plan, the implementation of an online permitting service that includes permitting for building, planning, engineering, fire, and cannabis permits, and the completion of the Farragut Connector Replacement Project, which also includes a public art component. ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA) and the State CEQA Guidelines, the adoption of the 2024 Housing Element Annual Progress Report and 2024 General Plan Annual Progress Report is exempt from CEQA Review pursuant to California Code of Regulations Article 14, Section 15306, Information Collection.
