RECOMMENDATION:
That the City Council Adopt a Resolution:
1. Ordering the Preparation of the Engineer’s Report for the Higuera
Street Landscaping and Lighting Maintenance Assessment District for
Fiscal Year 2008/2009; and
2. Declaring its intention to Order the Levy of Annual Assessments for
Fiscal Year 2008/2009; and
3. Setting a Public Hearing for June 9, 2008, at 7:00 p.m. in the Mike
Balkman Council Chamber to order the levy of this assessment
BACKGROUND/DISCUSSION:
The Higuera Street Landscaping and Lighting Maintenance District was created in
1995 for the purpose of providing on-going maintenance of landscaping and special
residential street lighting between Lindblade and Hayden Avenues. The City
Council required the property owners to maintain, in perpetuity, the improvements
installed at City cost. Those improvements restricted through-traffic along Higuera
Street and created landscaped parkways and medians and provided special
residential street lighting.
Pursuant to the adoption of this Resolution, a comprehensive Engineer’s Report will
be prepared for the District which will contain detailed information on the actual and
estimated charges that are proposed.

The report is scheduled for submittal to the City Council for consideration at the June
9, 2008 public hearing.
FISCAL ANALYSIS:
The District is 100 percent self-supporting for all expenditures. Each property owner
within the District is individually assessed for their fair share of these costs based
upon the benefit of the facilities and services provided by the District.
