City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve a letter of agreement with DirecTV (El Segundo, CA) to abandon the utilization of the 18.3 – 18.8 GHz band. BACKGROUND: The City utilizes a microwave transmitter operating within the 18 GHz band for voice telecommunications to Fire Stations 2 and 3. In June 2002, the Federal Communication Commission issued a Report and Order (Attachment 1) which in essence required the City to abandon use of our microwave operating within the 18 GHz band by June 8, 2010. In December 2007, DirecTV representatives approached the City asking us to consider abandoning use of the 18GHz band “as soon as possible” indicating our use interferes with the reception of some of DirectTV’s customers. As compensation for our abandonment, DirecTV proposes to pay the City the sum of $75,000 (Attachment 2). Both Fire and IT have been aware of the impending abandonment and have been proceeding with a plan to resolve the issue. Several options have been identified (Attachment 3) and staff is confident that the selected option will be in place by May 1, 2008. The funds provided by DirecTV will cover the cost of whatever option is selected. It is anticipated that the selected option will be brought to the City Council for approval at the February 11, 2008 Council meeting.
