RECOMMENDATION
Staff recommends the City Council (1) adopt a Resolution authorizing the City Manager or designee to execute any actions necessary for the purpose of obtaining financial assistance provided by the State of California Department of Transportation State of Good Repair Program (Attachment 1); (2) adopt a resolution authorizing the City Manager or designee to submit a claim to the Los Angeles County Metropolitan Transportation Authority (Metro) for Transportation Development Act (TDA) funds for FY 2024/2025 (Attachment 2); and (3) approve a budget amendment to record additional revenue in the amount of $373,914 to Account No. 20370200.342210 (Municipal Bus Lines Fund - SB1 State Transit Assistance Funds) (budget amendment requires a four-fifths vote).
BACKGROUND/DISCUSSION
As part of the annual process accepting statewide available funding for transit programs, the Transportation department is required to obtain resolutions for both the SB1 State of Good Repair and TDA funds.
Senate Bill (SB) 1 - State of Good Repair (SGR) program funds provide revenues for transit infrastructure repair and service improvements, including transit maintenance, rehabilitation, and capital projects.
The Transportation Development Act is comprised of the Local Transportation Fund (LTF) funds derived from a quarter-cent general sales tax collected statewide and State Transit Assistance funds (STA), which are derived from the statewide sales tax on diesel. These funds are eligible for use for transit operating and capital expenditures.
Both the Caltrans and LA Metro require adoption of resolutions by the governing body as preconditions for requirements to accept and claim monies. The Transportation Department uses the funds for partial subsidy of operating costs and capital project cost recovery.
FISCAL ANALYSIS
Funding for Fiscal Year 2024/2025 allocations is included in the Adopted Budget of Fiscal Year 2024/2025 in the Revenue Detail section of the budget book in The Municipal Bus Lines Fund (Fund 203) section on page 109. The table below outlines Culver City’s estimated allocations by program as provided by LA Metro’s Annual Funding Marks.

Metro provides estimates of the funding amounts during the City’s budget process. Those estimates are finalized after budget adoption. The Adopted Budget for Fiscal Year 2024/2025 includes $1,174,291 in Account No. 20370200.342210 (Municipal Bus Lines Fund - SB1 State Transit Assistance). When Metro finalized Culver City’s Annual Funding Marks, the amount increased by $373,914 to $1,548,205. Staff recommends that City Council approve a budget amendment recording the additional revenue in the amount of $373,914 to Account No. 203702.342210 (budget amendment requires a four-fifths vote). Funding allocations in the other two accounts did not change.
