RECOMMENDATION:
Staff recommends the City Council award a construction contract to National
Demolition Contractors as the lowest responsive and responsible bidder to complete
the work for the Lindberg Park Hut Demolition Project, P-731
BACKGROUND
Lindberg Park Hut (adjacent to the tennis court and playground) (Hut), located at
5041 Rhoda Way, was used by the City’s Parks, Recreation, and Community
Services Department as a youth sport storage room. It is believed to have been
constructed sometime in the 1930’s. The building was closed by the Risk
Management Division more than five (5) years ago due to its poor condition.
In light of the current condition of the Hut and the extensive effort and cost to
rehabilitate the aged structure, on January 26, 2009, the City Council authorized
advertising for bids to demolish the Hut.
DISCUSSION:
The Project was advertised for bids in the local newspaper, on the City’s website,
and in trade journals. On March 5, 2009, the Deputy City Clerk publicly opened the
bids. There were two contractors that responded with the following bid amounts:

2. Interior Demolition, Inc. $24,000
National Demolition Contractors’ bid bond, contractor’s license, and worker’s
compensation insurance were reviewed and determined to meet City requirements.
Reference checks on National Demolition Contractors yielded very positive
comments, in terms of quality of work and safety. National Demolition Contractors
has done extensive work for Los Angeles Unified School District on their hazardous
material abatement and building demolition projects.
Based on the review of National Demolition Contractors’ bid documents and
reference checks, staff is recommending awarding the construction contract to
National Demolition Contractors.
Construction management will be performed by Engineering Division staff. Sampling
and monitoring during and following construction that is required by State Law and
the Occupational Safety and Health Administration (OSHA), will be performed under
an existing contract with Unmack Everett Environmental.
The project is tentatively scheduled to begin in late April, 2009 and be completed by
the end of May, 2009.
FISCAL ANALYSIS:
Lindberg Park Project, P-731 is included as part of the adopted 2008/09 capital
improvement program. The current balance in the Lindberg Park Project account
number 41900731 is $19,167. This amount is sufficient to support this contract
award and requested contingencies.
MOTIONS:
That the City Council:
1. Award a contract to National Demolition Contractors in the amount of $13,800 for
the Lindberg Park Hut Demolition Project, P-731; and,
2. Authorize the Public Works Director/ City Engineer to approve change orders, if
necessary, in an amount not to exceed 15% of the bid amount ($2,070); and,
3. Authorize the City Attorney to review/prepare the necessary documents and
authorize the City Manager to execute such documents on behalf of the City.
