RECOMMENDATION
Staff recommends the City Council (1) authorize acceptance of grant funds from the Metro Active Transportation (MAT) Program in the amount of $1,956,529 for the Culver City E Line Bike and Bus Lane Project; and (2) approve a related budget amendment to appropriate the grant funds (four-fifths vote required).
BACKGROUND/DISCUSSION
On January 20, 2021, the City received confirmation from the Los Angeles County Metropolitan Transportation Authority (Metro) that Culver City’s Metro Active Transportation (MAT) application for pedestrian and bicycle improvements around the Culver City E Line station was selected for funding. The project scope incudes:
• Class IV separated bikeway along Robertson Boulevard between Venice Boulevard and Washington Boulevard
• Class IV separated bikeway along Washington Boulevard between Landmark Avenue and Helms Avenue
• Bus only lanes along Robertson Boulevard and Washington Boulevard
• Establishment of bus boarding islands
• Pedestrian improvements including lighting, sidewalks, crosswalks, ADA compliant curb ramps, canopy trees, and street furniture
• Relocation and establishment of bus boarding islands
On April 19, 2021, Metro issued a Letter of No Prejudice allowing the City to use $500,000 of the MAT grant funds towards the Move Culver City project prior to executing the MAT grant funding agreement. The Letter of No Prejudice was issued at the request of the City since the MAT grant scope overlapped with the Move Culver City project. This part of the project has been completed, and the funds have been expended by the City and reimbursed by Metro.
On August 8, 2022, the MAT grant Funding Agreement was fully executed between the City and Metro to complete the remaining scope of the project along Robertson Boulevard.
FISCAL ANALYSIS
Staff is requesting City Council authorize acceptance of the grant funds and approve a related budget amendment to appropriate the $1,956,529 in grant funds and allocate $1,456,529 for CIP No. PB019 - Robertson Boulevard Bike and Bus Lane Project ($500,000 was previously used for Move Culver City), which requires a four-fifths vote.
