its affiliates, including, but not limited to, Southern California Gas Company (SoCalGas) and San
Diego Gas & Electric Company (SDG&E) (collectively, "Company"), and advertising representatives
acting on behalf of Company, the unrestricted right— without any obligation of further approval or
compensation in any form— to utilize my name, picture, image, voice, title, employer's name or logo,
and/or the statement(s) set forth below, or reasonable extracts therefrom, in any form of media
regarding Company and/or its services or products.
Such materials may be utilized by Company (and any successors or assigns) at any time
hereafter, as determined by Gampany at its sole discretion, in various advertising, training, publicity,
Internet postings and other promotional materials. Such uses may be in any form of media—
including, without limitation, print, video, recordings and electronic formats— and may be combined
with materials related to other persons or entities.

COMPREHENSIVE USAGE AGREEMENT

without any obligation of further approval or compensation in any form -- to
utilize the following articles, images, photos, names, and other information:
The article entitled "Natural Gas Vehicles, a Case Study from Southern California
Gas Company," attached as Exhibit "A" to this Release and incorporated herein
by
reference. The utilization rights granted hereby shall include all future rights of use by
SoCalGas (including by SoCalGas` parent, subsidiaries and affiliates), and its
advertising representatives, at any time hereafter. Such uses may include
various advertising, training, publicity, promotional and other uses regarding
SoCalGas and its activities, and may be reproduced and appear in any form of
media -- including print, video, motion picture and sound recordings, still

RECOMMENDATION:
Staff recommends the City Council approve a Comprehensive Release and
Comprehensive Use Agreement for publication of a Southern California Gas Company
(Gas Company) case study article about Culver City’s natural gas vehicles.
BACKGROUND:
In September 2007, the Gas Company chose Culver City to be spotlighted in a case
study showcasing natural gas vehicle operations in Southern California. Since that
time, Transportation Department staff and Gas Company staff have been collaborating
on the case study article, which included extensive communication about the City’s
natural gas vehicle operation. The Gas Company requires the City to sign two release
forms – a Comprehensive Release, and a Comprehensive Usage Agreement – in
order for the article to be published and distributed to their business customers. The
City Attorney’s Office has made minor revisions to these forms has determined that
such forms are legally acceptable, as revised.
DISCUSSION:
The City Council has the authority to allow the releases to be signed by the City
Manager and Transportation Department staff whose statements have been made
within the case study materials. It is to be noted that the Gas Company’s case study
portrays the City of Culver City in a very positive light, emphasizing the City’s early

its benefits to the environment, and the use of grant funds to purchase these vehicles.

That the City Council:
1. Approve a Comprehensive Release and Comprehensive Use Agreement Related
to the Publication of a Southern California Gas Company Article on the City’s
Natural Gas Vehicles; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager and Transportation staff, as applicable, to execute
such documents on behalf of the City.
