RECOMMENDATION
Staff recommends the City Council authorize the release of a Request for Proposals (RFP) for the ongoing design of bus schedules and other related bus service marketing materials.
BACKGROUND
In 2008 the Transportation Department issued an RFP for the design of bus schedules, marketing materials, and printing services. Since that time, the Department worked with the City’s Purchasing Division in order to separate printing services for all of the Transit Operations Division’s needs. The Transit Operation Division worked with the City’s Purchasing Division to award all printing services for the Transit Operations Division to another vendor.
DISCUSSION
The Transit Operations Division has continuously modified bus schedules to reflect changes in service (i.e. West L.A. College fall/spring and winter/summer; limited Line one summer only service; extension of Line 7 into the Hayden Tract; extension of Line 4 to Playa Vista; and other miscellaneous time changes) and in order to meet the needs of the ever growing population in the Culver CityBus service area. In order to inform the public of public hearings, new service marketing campaigns, and upcoming service changes, the Transit Operations Division must prepare placards (for inside the buses), modify/create new schedules, and provide information on the City’s webpage and on transit tubes located throughout the City. The schedule information is also transmitted to Metro in order to provide schedule information to callers.
In February 2009, the City Council approved an agreement for the design of bus schedules, marketing materials, and printing services. The term of this agreement was upon satisfactory completion of the services as determined by the Transportation Director. In April 2013, a new agreement was administratively approved for similar services excluding printing, which term was also upon satisfactory completion of the services as determined by Transportation Director. In October 2015, pursuant to the City Manager’s authorization, an amendment to the 2013 agreement was executed, which extended the term of the contact to June 2016. In order to complete the process of designing bus schedules and other related bus service marketing materials, Transportation Department staff is recommending the City conduct a competitive process for these services in order to obtain the best price, quality, and service to meet the particular needs and requirements of the City.
FISCAL ANALYSIS
There is no fiscal impact associated with the authorization to release the RFP. However, the ultimate award of a contract to a recommended consultant will create a fiscal impact, at which time, the Transportation Department will return to request approval of a professional services agreement.
