RECOMMENDATION
Staff recommends the City Council approve a one-year agreement with SCA of CA LLC for Citywide Street Sweeping Services in an amount not-to-exceed $900,000 annually with the option to extend the agreement an additional one year.
BACKGROUND
The City contracts for regular street sweeping to maintain the cleanliness and safety of city streets, reduce pollutants that enter the waterways, and ensure good public health practices. Approximately 220 curb-miles are swept once per week and certain arterial streets are swept five times per week. Narrow bicycle paths and painted curb extensions are swept once every two weeks. Additionally, the 13 City-owned parking facilities are maintained by this service as well. Contingency is included in the contract for after-hours call backs for emergency cleanups after traffic collisions or other unforeseen incidents.
In 2022, Assembly Bill 1886 was passed which included Street Sweeping Maintenance as a “public works” classification that is now subject to the prevailing wage as determined by the Department of Industrial Relations (DIR).
DISCUSSION
On February 29, 2024, the Department of Public Works released a Request for Proposals (RFP #2509) on PlanetBids to provide Citywide Street Sweeping Services. Only one bidder, SCA of CA LLC, submitted a proposal by the April 4, 2024 deadline. Staff reviewed the proposal and found it to be complete and responsive. SCA of CA LLC has provided street sweeping services to the City since 1990. If approved, the contract will begin July 1, 2024.
Due to street sweeping maintenance now being classified as a “public works,” thereby requiring payment of prevailing wage, the bid is substantially higher than previous street sweeping services contracts. Additionally, many of the protected bicycle lanes require hand cleaning, as the street sweeper does not fit in those lanes. City staff will continue to research alternative options throughout this fiscal year to determine the most cost-efficient solution for future years to provide this service.
FISCAL ANALYSIS
The Proposed Budget for Fiscal Year 2024-2025 includes $470,292 as part of the base budget for citywide street sweeping in Account Nos. 20260400.619800 (Refuse Fund Administration - Other Contractual Services) in the amount of $210,492 and 10160460.619800 (Environmental Programs/Operations - Other Contractual Services) in the amount of $259,800. Based on the increased costs related to requirement for prevailing wage, additional funding in the amount of $429,708 will be needed. If Council approves the agreement, adjustments to the Proposed Budget for Fiscal Year 2024-2025 will be included in the amounts of $230,488 in Account No. 20260400.619800 and $199,220 in Account No. 10160460.619800. The adjustments would return to Council as part of the public hearing for adoption of the budget on June 10, 2024.

That the City Council:
1. Approve a one-year agreement with SCA of CA LLC for citywide street sweeping services in an amount not-to-exceed $900,000 annually with an option to extend an additional one year; and
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute the documents on behalf of the City.
