RECOMMENDATION:
Staff recommends the City Council: 1) consider the Parks and Recreation
Commission’s recommendation to change the Commission name to the “Parks,
Recreation and Community Services Commission;” and, 2) introduce for first reading
an ordinance amending various sections of the Culver City Municipal Code (CCMC)
to reflect the Commission name change.
BACKGROUND:
The City Department that is now the Parks, Recreation and Community Services
(PRCS) Department has been both restructured and renamed in the past. These
changes sometimes also affected the name of the Commission that the Department
supports, currently known as the Parks and Recreation Commission.
In the 1970s, the Parks and Recreation Department was renamed the Human
Services Department as a result of a merger of the Parks and Recreation
Commission and the Human Relations Commission, which created the Human
Services and Park Commission. In 2002, the City Council changed the name of the
Human Services Department to the Parks, Recreation and Community Services
Department, and, at the same time changed the names of the various Divisions
within the Department.

The new name included “Community Services” to reflect the broader responsibilities
of the Department not included in a traditional parks and recreation system. Among
those responsibilities were a very large Senior Center program, including a number
of social services; the Teen Center; the Fiesta La Ballona; staffing of the Interfaith
Alliance; human relations issues; and, at that time, the addition of cultural affairs.
At the February 1, 2005 Parks and Recreation Commission meeting, this matter of
changing the Commission name to be consistent with that of the Department was
discussed. Changing the name of the Cultural Affairs Division to the Veterans
Memorial Complex Division was also discussed, since the cultural affairs
responsibilities had been transferred to the Community Development Department.
The Commission voted (4-1) in favor of recommending the proposed name changes
to the City Council. An excerpt of the February 1, 2005 Parks and Recreation
Commission meeting minutes are provided as Attachment 1.
At the July 11, 2005 City Council meeting, the Council discussed the Commission’s
recommendation regarding these proposed name changes. Although action was
taken to change the name of the Cultural Affairs Division to the Veterans Memorial
Complex Division (5-0), the motion to rename of the Parks and Recreation
Commission failed to pass (2-3; Mayor Vera and Councilmembers Gross and Rose
dissenting). An excerpt of the July 11, 2005 City Council meeting minutes are
provided as Attachment 2.
One main objection to the renaming of the Commission seemed to be that there was
a desire to wait until any pertinent upcoming recommendations by the Charter
Review Committee were made. The City Council has recently appointed a
Subcommittee (Vice Mayor Silbiger and Councilmember Weissman) to work with
Subcommittees from the four Commissions to bring a policy related to the roles of
the Commissions to the City Council. This process is expected to result in an item
being presented to the City Council in early 2009.
At the May 20, 2008 City Council PRCS Budget Study Session, the City Council
requested that a discussion regarding changing the name of the Parks and
Recreation Commission to match that of the PRCS Department be agendized.
In response to City Council’s request and since a similar sentiment had previously
been expressed by the Parks and Recreation Commission itself, this item was
considered at the July 1, 2008 Parks and Recreation Commission meeting. The
Commission took action to recommend to City Council that the “Parks and
Recreation Commission” be renamed the “Parks, Recreation and Community
Services Commission” to be consistent with the name of the City Department that
supports it (moved by Vice Chair Daly Redholtz; seconded by Commissioner
Cooper; unanimously passed 4-0, with one Commission seat vacant). City of Culver City, California

Therefore, staff recommends City Council approve the Commission name change to
be consistent with the name of the Department. In addition, it is recommended the
City Council introduce for first reading an ordinance amending various provisions of
the CCMC to reflect the Commission name change (Attachment 3).
FISCAL ANALYSIS:
If the name of the Parks and Recreation Commission is changed to “Parks,
Recreation and Community Services Commission,” the three Commissioners who
currently have business cards will have these cards replaced. A box of 500 City of
Culver City business cards is $47.09, and this expense for three Commissioners will
be $141.27. The funds for this expense are available in account 10130100.514100
(PRCS Administrative Division – Departmental Special Supplies).
