RECOMMENDATION
Staff recommends that the Equity and Human Relations Advisory Committee (EHRAC) (1) receive a report from Chair Carlos Valverde in relation to soccer prohibition signage posted in Culver City public parks; (2) if so desired, discuss and consider approval of the report’s recommendations; and (3) determine next steps as deemed necessary.
BACKGROUND
At the February 27, 2024, Special Meeting, Chair Valverde voiced his concern over the adult soccer prohibition signage posted in Culver City Parks. Chair Valverde obtained consensus to bring the item back for EHRAC consideration at the April 23, 2024, meeting.
DISCUSSION
Based on the report provided by Chair Valverde, the following steps are proposed:
• Creation of an EHRAC Ad Hoc Subcommittee to address the following:
o Conduct an inquiry about the history of the soccer prohibition signs in Culver City Parks.
o Elicit information/remarks/comments from community members regarding the signs.
o Examine the information and determine if any recommendations should be made to the Culver City Council.
Staff recommends that prior to the formation of an Ad Hoc Subcommittee, the following tasks be completed so EHRAC can make an informed decision with current/new Parks, Recreation and Community Services staff and the 2024 Parks, Recreation and Community Services Commission Members’ current and intended efforts:
• Review the background and current policy and procedure; and
• Determine the Parks, Recreation and Community Services direction moving forward in light of the new Municipal Code provisions and park signage by completing steps including but not limited to the following:
o Provide public comment at a Parks, Recreation and Community Services Commission meeting.
o Discussion with the Parks, Recreation and Community Services Director.
• Use responses gathered from the above to inform EHRAC and determine next steps and EHRAC’s level of involvement.

2. Consider and discuss current efforts and intentions related to Parks, Recreation and Community Services Commission and Parks and Facilities signage;
3. If so desired, approve of the report’s recommendations; and
4. Determine next steps as deemed necessary.
