RECOMMENDATION:
Staff recommends that the City Council discuss the nomination process related to
the Governor’s appointment to Culver City’s seat on the Baldwin Hills Conservancy
(BHC) Board of Directors and provide direction to the City Manager related thereto.
BACKGROUND:
The BHC’s mission is to “acquire open space and manage public lands within the
Baldwin Hills area and to provide recreation, restoration and protection of wildlife
habitat within the territory for the public's enjoyment and educational experience.”
The BHC has a Board of Directors to guide BHC staff and fulfill this mission.
According to the California Public Resources Code Section 32556:
a) The board shall consist of 13 voting members and 7
nonvoting members.
b) The 13 voting members of the board shall consist of the
following:
1) The Secretary of the Resources Agency, or his or her
designee.

2) The Director of Parks and Recreation, or his or her

4) The Director of the Los Angeles County Department
of Parks, or his or her designee.
5) The member of the Los Angeles County Board of
Supervisors within whose district the majority of the
Baldwin Hills area is located, or his or her designee.
6) Six members of the public appointed by the Governor
who are residents of Los Angeles County and who
represent the diversity of the community surrounding
the Baldwin Hills area. Of those six members, four
members shall be selected as follows:
A) One member shall be a resident of Culver
City selected from a list of three persons
nominated by the city council. {emphasis

In 2005, Governor Schwarzenegger’s staff contacted the former Chief Administrative
Officer to request the City Council submit three names of Culver City residents for
the Governor’s consideration for appointment to the BHC Board of Directors. On
November 5, 2005, the City Council approved the submittal of the names of the
following people for Culver City’s BHC seat on the Board: 1) Lloyd Dixon; 2) Marta
Zaragoza; and 3) G. Allan Kingston.
Based on the City Council’s recommendation, Governor Schwarzenegger appointed
Mr. Dixon as the Culver City BHC Board Member in 2006 and reappointed him in
2008 and 2010. In 2010, Mr. Dixon served as the BHC Board of Director’s Vice
Chair and served as Chair in 2011. In 2011, Mr. Dixon applied to the Office of
Governor Brown for reappointment to the BHC Board of Directors. On Sept 10,
2012, Governor Brown appointed Mr. Dixon to a two-year term, which expires on
September 10, 2014.
According to the California Public Resources Code, Section 32557:
(a) The voting members of the board shall serve for two-
year terms. Any vacancy on the board shall be filled
within 60 days from its occurrence by the appointing
authority.
Attachment 1 contains the list of the current Voting and Non–Voting BHC Board
Members, and Attachment 2 contains background information on the BHC and

DISCUSSION
To conduct a new recruitment, advertisements are typically placed in the local
newspaper (at a cost of approximately $350 per week), notice is posted on the City’s
website, the City’s Facebook Page, and sent via electronic means via Twitter and e-
mail through the GovDelivery service. Letters and/or emails would also be sent to
past applicants. Staff proposes to use the City’s standard Commission, Committee,
and Board application process and utilize an application form customized for this
particular appointment opportunity. Such customization would include the
background information about the BHC (found in Attachment 2). Additionally, Mr.
Dixon has indicated to staff his interest in being nominated for another two-year term
on the BHC Board.
Should the City Council direct the City Manager to move forward with the application
process as recommended, staff anticipates returning to the City Council on August
11, 2014 to request that the City Council 1) consider the applications for those
interested in serving as Culver City’s representative on the BHC Board; 2) select and
prioritize the list of three nominees for the Governor’s consideration; 3) adopt a
Resolution to memorialize the City Council’s nominations; and 4) consider an option
to have the BHC Board Member recruitment process coincide with the citywide
Commission, Committee and Board appointments during the spring of even
numbered years.
FISCAL ANALYSIS:
Should the City Council direct the City Manager to proceed with a recruitment
process at this time, the costs of advertisement (estimated at $350 per week) would
be incurred in the City Clerk’s Office budget.
