RECOMMENDATION
Staff recommends the City Council approve a three-year agreement with Stericycle Environmental Solutions for (1) household hazardous waste removal and disposal services from the Culver City Transfer Station Facility and provide emergency household hazardous waste retrieval collection services in an amount not to exceed $15,000 each year totaling $ 45,000 for FY 17/18 - FY19/20; and (2) household hazardous waste door-to-door collection services for single family and multi-family residences in an amount not to exceed $115,000 annually beginning in FY 18/19 - FY 19/20 totaling $ 230,000. Staff further recommends the City Council authorize the Public Works Director/City Engineer to approve two one-year optional renewals for FY 20/21 and 20/22 in an amount not-to-exceed $130,000 annually.
BACKGROUND/DISCUSSION
The Culver City Transfer Station is owned and operated by the City and collects municipal solid waste, recyclables, organics waste and construction and demolition debris. At times, household hazardous waste materials may be found in the waste stream. During regular hours, staff remove and place these items in a secured, sealed location on-site for pickup and disposal by a licensed and certified household hazardous waste transporter. In addition, Culver City has occasions in which household hazardous materials are found in the public right of way and in need of on-call removal and transport.
AB 939 requires that 75% percent of all waste generated within the City be diverted from landfills by 2020. Culver City currently has many recycling and organics program to assist in reaching this diversion goal. Culver City’s Public Works Department, Environmental Programs & Operations Division (EPO) is adding new diversion programs annually and, in FY 18/19, EPO will implement a new residential door to door household hazardous waste collection service for single family and multi-family residences to add to our diversion percentage.
In May 2017, staff published RFP # 1650 for Household Hazardous Waste Removal and Disposal Services for the Culver City Transfer Station Facility; On-Call Emergency Household Hazardous Waste Removal and Disposal Services; and Door To Door Household Hazardous Waste Collection Services. Although two proposals were received, including the proposal from Stericycle Environmental Solutions, one was disqualified for failure to submit their proposal within the required deadline.
Therefore, staff recommends entering into an agreement with Stericycle Environmental Solutions for these services.
FISCAL ANALYSIS
The proposal received from Stericycle Environmental Solutions includes labor costs averaging $ 95 per hour and a list of processing costs for a variety of household hazardous waste materials which range from $.95 per pound for alkaline batteries, up to $ 263.00 per 55 gallon drum of pesticides. Funds in the amount of $ 45,000.00 are available in Account # 20260410.615100 - Refuse Disposal Services. Future fiscal year funding is contingent upon budget approval.

MOTION
That the City Council:
1. Approve a three-year contract with Stericycle Environmental Solutions for (a) household hazardous waste removal and disposal services from the Culver City Transfer Station Facility and provide emergency household hazardous waste retrieval collection services in an amount not to exceed $15,000.00 each year totaling $45,000 for FY 17/18 -FY19/20; and (b) household hazardous waste door-to-door collection services for single family and multi-family residences in an amount not to exceed $ 115,000 annually beginning in FY 18/19 - FY 19/20 totaling $ 230,000; and,
2. Authorize the Public Works Director/City Engineer to approve two one-year optional renewals for FY 20/21 and 20/22 in an amount not-to-exceed $130,000 annually; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
