RECOMMENDATION:
Staff recommends the City Council accept the work performed by Houston & Harris
PCS, Inc., authorize the filing a Notice of Completion and authorize release of the
retention payment after expiration of the 35-day lien period, for the Sewer Main
CCTV and Condition Assessment (Phase I) Project, P-230.
BACKGROUND/ DISCUSSION:
On February 22, 2010, the City Council approved a professional services agreement
with Houston & Harris PCS, Inc. The project consisted of CCTV inspection services
to assess the condition of the sewer system and to provide information to prioritize
sanitary sewer projects for rehabilitation and maintenance. Under this contract,
approximately 29 miles out of total 89 miles of City sewer mains were cleaned,
inspected, and rated based on National Association of Sewer Service Companies
standards.
Houston & Harris PCS, Inc. successfully completed the work as required in the
agreement. Approximately 2 miles of sewer was not inspected due to access
limitations or obstructions encountered which have been identified and will be
addressed in the upcoming sewer rehabilitation project. An additional 5 miles of rear
property line sewer mains were inspected as extra work in anticipation of future
sewer rehabilitation projects. The project management was performed by Public
Works Department Engineering staff.

FISCAL ANALYSIS:
The project is funded with Sewer Enterprise Funds. The approved contract amount
was $216,497 and the Public Works Director/City Engineer was authorized to
approve change orders in the amount not to exceed $21,000. The final contract
amount is $228,183.
MOTIONS:
That the City Council:
1) Accept the work performed by the contractor, Houston & Harris PCS, Inc., for
the Sewer Main CCTV and Condition Assessment (Phase I) Project, P-230; and,
2) Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s office for
recordation; and,
3) Authorize the release of $22,818 in retention funds to Houston & Harris PCS,
Inc. following the expiration of the thirty-five day lien period.
