RECOMMENDATION:
Staff recommends that the City Council and Agency Board appoint and/or reappoint
members to the Planning Commission, Parks and Recreation Commission, Civil Service
Commission, Cultural Affairs Commission, Disability Advisory Committee, Los Angeles
Airport Advisory Committee; Committee on Homelessness; Advisory Committee on
Redevelopment and the Landlord-Tenant Mediation Board.
BACKGROUND:
In order to fill vacancies on the various commissions, committees and boards, staff has
taken the following steps to provide public notice:
• Advertisements ran in the Culver City News on April 21, April 28, May 5 and May 12,
2011.
• Advertisements ran in the Culver City Observer on April 21, April 28, May 5 and May
12, 2011.
• Notice was posted on the City’s web site starting on April 25, 2011.
• Notice was sent via GovDelivery on April 27, 2011.
• Letters were sent to commission/committee/board members who were eligible to
apply for reappointment.

DISCUSSION:
Consideration of Appointments:
Planning Commission – One seat is available for appointment. Office No. 1,
currently held by Linda Smith Frost, expires on June 30, 2011. Ms. Frost was
appointed to the Commission in 2007. Ms. Frost submitted a new application indicating
her interest to again serve on the Planning Commission. A total of 4 people submitted
timely applications indicating an interest in serving on the Planning Commission.
Parks, Recreation and Community Services Commission – One seat is available
for appointment. Office No. 2, currently held by Vicki Daly Redholtz, expires on June
30, 2011. Ms. Redholtz has served two terms on the Commission and is not eligible to
reapply at this time. A total of 5 people submitted timely applications indicating an
interest in serving on the Parks, Recreation and Community Services Commission.
Civil Service Commission – Two seats are available for appointment. Office No. 4,
currently held by Sharon Zeitlin, expires on June 30, 2011. Ms. Zeitlin has served two
terms on the Commission and is not eligible to reapply at this time. Office No. 5,
currently held by Dan Gallagher, expires on June 30, 2011. Mr. Gallagher was
appointed to the Commission in 2007. Mr. Gallagher submitted a new application
indicating his interest to again serve on the Civil Service Commission. A total of 5
people submitted timely applications indicating an interest in serving on the Civil Service
Commission.
Cultural Affairs Commission – One seat is available for appointment. Office No. 4,
currently held by Marla Koosed, expires on June 30, 2011. Ms. Koosed was appointed
to the Commission in 2007. Ms. Koosed submitted a new application indicating her
interest to again serve on the Cultural Affairs Commission. A total of 5 people
submitted timely applications indicating an interest in serving on the Cultural Affairs
Commission.
Disability Advisory Committee - One seat is available for appointment. Office No.
3, held by Karen Hassan, expires on June 30, 2011. Ms. Hassan did not submit an
application seeking reappointment. A total of 2 people submitted timely applications
indicating an interest in serving on the Disability Advisory Committee.
NOTE: The Disability Advisory Commission (DAC) has requested the City Council
consider expanding the membership on the DAC. This item will be presented to the
City Council for consideration in June.
Los Angeles Airport Advisory Committee – One seat is available for appointment
for a three-year term. Kevin Klowden was appointed to the Committee in 2008. Mr. City of Culver City, California

Klowden has submitted an application seeking reappointment. A total of 3 applications
were received for this position.
Committee on Homelessness – Four seats are available for appointment for a
three-year term. The terms for the following members expire on June 30, 2011: Cary
Anderson, Wanton Davis, Dr. Karen Lamp and James Wright.
Dr. Karen Lamp and James Wright submitted applications seeking reappointment to the
Committee. A total of 4 applications were received.
Advisory Committee on Redevelopment – Five seats are available for
appointment. The terms for the following members expire on June 30, 2011: Joel
Forman, Pierre Joujon-Roche, Paul Struhl, Vernon L. Taylor, Jr. and John Derevlany.
Mr. Joujon-Roche and Mr. Struhl have served two terms and are not eligible to reapply
at this time.
Vernon L. Taylor, Jr. and Joel Forman submitted applications seeking reappointment to
the Committee. A total of 4 applications were received.
Landlord-Tenant Mediation Board:
Please note that there are no term limits for the Landlord-Tenant Mediation Board.
Tenant Representative – Two seats are available for appointment. No applications
were received for this position.
Landlord Representative – One seat is available for appointment. Judy Scott was
appointed to the Board in 2008. Ms. Scott filed an application seeking reappointment.
One application was received for this position.
Member at Large Representative – One seat is available for appointment. One
application was received for this position.
Tenant Alternate – One seat is available for appointment. No applications were
received for this position.
FISCAL ANALYSIS:
For new appointees to the Landlord-Tenant Mediation Board, there will be 30 hours of
professional mediation training at a cost of $625 each and AB 1234 Ethics training.
These costs would be absorbed in existing Housing Division Budget appropriations.
For new appointments to all other commissions, committees or boards, individuals who
have not already completed AB 1234 Ethics training must do so, along with Brown Act City of Culver City, California

training. Sufficient funds for training has been included in the Non-Departmental
Division of the City Manager’s Proposed Budget for Fiscal Year 2011/2012 and will be
available should the City Council retain these funds in the City Council Adopted Budget
for Fiscal Year 2011/2012.
