RECOMMENDATION:
Staff recommends the City Council adopt the resolution approving the contribution
cap for PERS medical insurance for the Police Management Group (PMG) effective
from October 1, 2007 to December 31, 2007.
BACKGROUND/DISCUSSION:
The City provides medical insurance coverage through the Public Employees’
Retirement System (PERS) to employees, retirees, and their eligible dependents.
The City recently concluded negotiations with the PMG, and a new Memorandum of
Understanding (MOU) was adopted by City Council on July 16, 2007. Tonight, staff
is requesting that the City Council adopt a resolution establishing the new employee
and employer contribution, on behalf of the PMG, for the various PERS medical
insurance plans consistent with the contributions already established for the other
five (5) City bargaining units.
Under the terms of the new MOU, the City’s monthly contribution for medical
insurance provided through the PERS Health plan, for active employees and
employees that retire on or after January 1, 2007, are set forth below:

All plans except PERSCare:
• City shall pay ninety-five percent (95%) of
the monthly medical plan premium; and
Employees and retirees shall pay five
percent (5%) of the monthly medical plan
premium.
PERSCare Plan:
• City shall pay seventy percent (70%) of
the monthly PERSCare premium; and
• Employee and retirees shall pay thirty
percent (30%) of the monthly

Note: The medical contribution rates noted in the above table include the newly-
enacted 5% contribution from employees and retirees. For the PERSCare plan, the
amount paid by the employee is now 30% (the former 25% plus the newly enacted
5%)
The effective date of the new contribution for PMG will be October 1, 2007, which is
the earliest effective date possible in accordance with PERS regulations.
FISCAL ANALYSIS:
The FY 07/08 adopted budget includes sufficient funds for this expenditure in the
Police Department budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, FIXING THE EMPLOYER’S
CONTRIBUTION UNDER THE PUBLIC EMPLOYEES’
MEDICAL AND HOSPTIAL CARE ACT, WITH RESPECT
TO THE CULVER CITY POLICE MANAGEMENT GROUP
AND RESCINDING RESOLUTION NO. 2006-R083.
WHEREAS, Government Code Section 22892(a) provides that a local agency
contracting under the Public Employees’ Medical and Hospital Care Act shall fix the amount
of the employer’s contribution at an amount not less than the amount required under
Section 22892(b) of the Act; and
WHEREAS, the City of Culver City (City), is a local agency contracting under
the Act for participation by members of the Culver City Police Management Group.
NOW, THEREFORE, the City Council of the City of Culver City, DOES
HEREBY RESOLVE as follows:
1. The City’s monthly contribution for the enrollment of each employee or
annuitant, including the enrollment of his/her family members in Blue Shield, Kaiser, PERS
Choice or PERS Care SM (Supplemental/Managed Medicare) shall be ninety-five percent
(95%) of the monthly health plan premium (based upon the region where the medical provider
is located), plus administrative fees and Contingency Reserve Fund Assessments.
2. The City’s monthly contribution for the enrollment of each employee or
annuitant, including the enrollment of his/her family members in PERS Care B (Basic Monthly
Rate) or PERS Care (Combination Monthly Rate) shall be seventy percent (70%) of the

monthly plan premium (based upon the region where the medical provider is located) plus
administrative fees and Contingency Reserve Fund Assessments.
3. Pursuant to the negotiated Memorandum of Understanding between the
City and the Culver City Police Management Group, the City’s contribution cap for medical
insurance coverage under PERS is October 1, 2007.
4. That Resolution No. 2006-R078 is hereby rescinded.
