RECOMMENDATION:
Staff recommends that the City Council: (1) Accept the work performed by FS
Construction Company; (2) Authorize filing a Notice of Completion; and (3) Authorize
release of retention payment in the amount of $10,730 after the expiration of the 35-
Day lien period for the Robertson Boulevard Pedestrian/Transit Connection
Improvements Project, P-943.
BACKGROUND/DISCUSSION:
On April 2, 2012, the City Council approved a construction contract with FS
Construction Company. The project consisted of the following improvements:
• Removal of existing asphalt pavement and replacement with concrete
pavement at the location of five (5) bus parking areas;
• Removal of existing sidewalk and replacement with new sidewalk that meets
the accessibility requirements of the Federal Americans With Disabilities Act;
• Removal of nine (9) street trees and replacement of five (5) of those trees
with the same species trees, and new tree grates, and root barriers;
• Pedestrian lighting and related electrical conduit and equipment;
• Street tree up-lighting and related electrical conduit and equipment; and
• Removal of the number two northbound lane for the new bus parking areas.
FS Construction Company successfully completed the work as required in the
executed contract dated April 26, 2012. The construction management was City of Culver City, California

performed by City staff, and construction inspection was performed by The
Nickerson Company through the on-call general civil engineering contract.
FISCAL ANALYSIS:
The approved construction contract amount was $205,209, and the City Council
authorized the Public Works Director/City Engineer to approve change orders in the
amount not to exceed $17,275. Several minor change orders in the total amount of
$9,381 were approved by the Public Works Director/City Engineer. The change
orders were for extra compensation for work on a Saturday to pour the new concrete
driveway, as to not impact the businesses, and for a new ADA accessible ramp at
Washington Boulevard and Landmark Street. The final construction expenditure
amount was $214,590.

MOTIONS:
That the City Council:
1) Accept the work performed by the contractor, FS Construction Company, for the
Robertson Boulevard Pedestrian/Transit Connection Improvements Project, P-
943;
2) Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s office for
recordation;
3) Authorize the release of retention funds to FS Construction Company in the
amount of $10,730 upon expiration of the thirty-five day lien period.
