RECOMMENDATION

 

Staff recommends the City Council approve a purchase order with Snap-On Industrial, Inc. for the purchase of new tool cabinets and workbenches for the Transportation Facility in an amount not-to-exceed $184,285.37.

 

 

BACKGROUND/DISCUSSION

 

The Transportation Department’s Fleet Services Division utilizes eight maintenance bays for equipment maintenance purposes. These maintenance bays are outfitted with tool cabinets, work benches, and computer stations that allow Fleet Services staff to perform maintenance and repair work on the City’s nearly 450 vehicles during their 22 hour, 7 day per week operation. Originally installed when the Transportation Facility was constructed in 1997, the facility’s existing tool cabinets and workbenches have reached the end of their useful lives and must be replaced.

 

The facility’s current tool cabinets and work benches are outdated, worn, and lack the necessary storage capacity to support the maintenance of the City’s diverse fleet of vehicles. Furthermore, as the City transitions to a zero-emission fleet, the introduction of more advanced, electronic repair and maintenance tools has increased the need for modern, specialized storage solutions. Upgrading the tool cabinets and workstations is essential to accommodate these changes and ensure the fleet services team has the resources needed to maintain the fleet effectively.

 

In Fiscal Year 2024-2025, the Transportation Department budgeted to address the current issues with the facility’s existing tool and equipment storage and help create a more productive and modernized work environment. The procurement of new, high-quality tool cabinets and workbenches will allow for improved organization and safety, increased efficiency, and cost savings by preventing tool damage and reducing the need for frequent tool and equipment replacements. Further, updated tool cabinets and workbenches will help create a shop environment for the City’s vehicle technicians that more closely aligns with today’s industry standards. Staff reviewed numerous options from various suppliers based on product offerings and price and determined that Snap-On Industrial was best able to meet the City’s requirements. Snap-On Industrial offers industry-leading, ergonomically designed products with resilient finishes. Their proposal offers the City numerous enhancements including, but not limited to, integrated lighting and electrical outlets, secure storage solutions for rolling carts and electronic equipment, and integrated computer storage to allow for a more efficient use of staff time and available facility space.

 

Pursuant to Culver City Municipal Code Section 3.07.055.G, the purchase of equipment, goods and supplies is exempt from formal competitive bidding requirements when competitive bid procedures have already been utilized by the City or another public agency or non-profit entity whose main purpose is to help public agencies make purchases; provided, the equipment, goods or supplies are supplied to the City at the same or better price, as was obtained through the competitive bid procedures of that entity. Staff was able to secure competitive pricing from Snap-On Industrial through Sourcewell (formerly known as the National Joint Powers Alliance). Sourcewell is a service cooperative created by the Minnesota legislature as a local unit of government (Minn. Const. art. XII, sec. 3) that works to streamline the procurement process by developing requests for proposals and invitations for bids for national, competitive solicitations that meet or exceed local requirements. In December 2023, Sourcwell issued a request for proposals for vehicle lifts with garage and fleet maintenance equipment and awarded Contract #121223-SNP to Snap-On Industrial, a Division of IDSC Holdings LLC. Snap-On Industrial shall provide tool cabinets and workbenches in accordance with the prices specified in the Sourcewell contract. The prices listed may increase annually based on the consumer price index, minimum wage and other factors.

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2024-2025 includes $184,285.37 for this purchase order in CIP No. 20380000.732120.PB012 (Municipal Bus Fund - Transportation Equipment), which can be found in the Capital Improvements section of the budget book under Municipal Bus Fund (Fund 203) on page 477.
