Dear Jerry Fulwood,
Thank you for your contributions and advocacy in the development of the Baldwin Hills
Community Standards District (CSD). In October 2008, the CSD was adopted by the Los
Angeles County Board of Supervisors. This CSD establishes new development standards
and operating procedures to ensure that all activities related to the Baldwin Hills Oil Field
are conducted in a safe manner and are compatible with the surrounding uses.
We are committed to a transparent and accountable process for the implementation and
continued monitoring of the oil and gas production as set forth in the CSD. This requires
consistent reporting with community input.

oil field and to allow community representatives an opportunity to provide input to the
County and the operator. Positions are available on the panel, tentatively allocated to
representatives from the following categories:

that all relevant information regarding the CSD, including CAP meetings, will be

RECOMMENDATION:
Staff recommends the City Council discuss the selection process for a
representative from the City of Culver City for the Baldwin Hills Community Advisory
Panel (CAP), established by the County’s recently adopted Baldwin Hills Community
Standards District (BHCSD); and (2) appointment of a representative thereto if
desired.
BACKGROUND:
In October of 2008, the County adopted the BHCSD that established standards and
regulations for the Inglewood Oil Field with the County. On January 26, 2008, the
City received a letter from the Los Angeles County Department of Regional Planning
informing the City of the County establishment of a Community Advisory Panel
(CAP) as required by the BHCSD. The letter stated the purpose of the CAP is to
foster communication related to the ongoing operations at the oil field and to allow
community representatives an opportunity to provide input to the County and the
operator (Plains Exploration and Production Company – PXP). Furthermore, the
letter indicated that tentatively the City of Culver City was allocated one seat among
21 seats with other government entities and Community Groups.
According to the BHCSD, the purpose of the CAP is to foster communication about
ongoing operations at the oil field and to allow the community representatives to
provide input to the County and the operator (PXP).

DISCUSSION:
The County requested the City to convey its interest or nominate a representative for
consideration to appointment to the panel. It should be noted that the due date to
respond to this request is January 28 at 5:00 pm. To preserve the City’s eligibility to
provide a representative to the CAP, staff has sent an e-mail and made a telephone
call to the County and received confirmation the seat for the City is reserved.
Staff was advised that the first meeting of the CAP would be scheduled for a
weekday evening in early March 2009. Therefore, to ensure the City has a
representative at this first meeting, staff has placed this item on the Council’s
agenda for the Council’s input and direction.
Tonight, staff is recommending the City Council appoint one of its Members to the
CAP and further recommends, for purposes of remaining compliant with the Brown
Act, the City Council appoint either Vice Mayor Silbiger or Council Member
Weissman (the two members of the PXP Subcommittee). Further, the City Council
has the option to direct staff to pursue advertisement of this position in order for the
City Council to appoint a member of the community to the CAP.
FISCAL ANALYSIS:
In the event the City Council determines to advertise this position to select a
representative from the community for the CAP, there will be a fiscal impact
associated with this process, such as public notification and advertising expenses.
The specific amount would be determined by the approach the City Council
determines to take.
