RECOMMENDATION

 

Staff recommends the City Council approve a purchase order with Motorola for the purchase of replacement portable radios in an amount not-to-exceed $534,529.85, including all fees and taxes.

 

 

BACKGROUND/DISCUSSION

 

As radio technology requires replacement or upgrade every 8 to 10 years, Staff has accounted for the continued replacement of the City’s aging radio system in the Fiscal Year 2025-2026 City Council-approved Capital Improvement Plan (CIP) and will continue to do so in future years.

 

The City Council has previously approved a purchase order with Motorola for APX8000XE radios to replace the radios used by fire captains and engineers. This fiscal year, Staff seeks City Council approval of a purchase order with Motorola for 44 APX8000XE radios to be used by paramedics and firefighters. The new multi-band portable radios will not just replace radios nearing the end of their useful life, but will also eliminate the need for paramedics and firefighters to communicate from a secondary radio when on scene with some neighboring jurisdictions and public safety agencies. This purchase will complete the interoperability upgrade with the replacement of all Fire Department radios. By doing this, the department will be able to discontinue the use of outdated secondary radios.

 

This procurement is exempt from formal bidding procedures per Culver City Municipal Code (CCMC) Section 3.07.055.B, which exempts bidding requirements when the equipment is a component for equipment or a system of equipment previously acquired by the City, and is necessary to repair, maintain or improve the City’s utilization of the equipment. In addition, CCMC Section 3.07.055.G. exempts purchases from competitive bidding where competitive bid procedures have already been utilized by the City, public agency or joint power agency and the goods or supplies are supplied to the City at the same or better price. Because this product, as supplied by Motorola, has previously undergone competitive solicitation procedures with the County of Los Angeles and Motorola will supply the same goods or supplies at the same or better rate, this procurement meets this requirement.

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding in the amount of $534,529.85 to cover costs of the proposed purchase in CIP Account 42080000.730100.PE002 (Radio System Replacement) which can be found in the Capital Improvements section of the budget book in the Summary by Fund and Project under Fund 420F (General Fund Facility Planning Reserve).
