City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council award a construction contract to Imperial Paving Company, Inc. as the lowest responsive and responsible bidder for the Carson (Street) Street Improvement Project (P-860) and Proposition 1B Bond Fund Street Improvements Project (P-903). BACKGROUND: The adopted Capital Improvement Program includes the Carson (Street) Street Improvement Project and Proposition 1B Bond Fund Street Improvements Project. The scope of work for these projects consists of the following: Carson (Street) Street Improvement Project, P-860 The existing asphalt pavement roadway is deteriorated due to age and the existing sidewalks, driveways, curbs, and gutters are uplifted and/or cracked due to the existing street (Ficus) tree roots. The first phase of the Street Improvement was completed in 2004 when new streetlights were installed to upgrade and convert the existing streetlight system to low voltage. The second phase of the project was completed in August 2007 when the sewer main and sewer laterals were replaced. Fulwood (07/23/08) City of Culver City, California City Council Agenda Item Report This final phase of the project will consist of reconstructing the sidewalks, driveways, curbs, gutters; a 2-inch grind and overlay of the street surface with new rubberized asphalt concrete and removing and replacing the existing street trees (Ficus) with Chinese Pistache (36-inch box). The selection of the replacement street tree followed consultation with the residents of Carson Street. As a result of this process, on January 28, 2008, the City Council approved the amendment of the Street Tree Master Plan to change the designated street tree from Australian Willow to Chinese Pistache. Proposition 1B Bond Fund Street Improvements Project, P-903 Based on the City’s Pavement Management Master Plan staff has reviewed and prioritized the following residential streets for pavement resurfacing: 1. Westwood Blvd between Dodson Way and Cota Street 2. Cota Street between Ocean Drive and Rhoda Way 3. Garfield Avenue between Huntley Avenue and Cul De Sac 4. Braddock Drive between Overland Avenue and Harter Avenue 5. Drakewood Avenue (lower) between Northgate Street and Kelmore Street 6. Kelmore Street between Overland Avenue and Drakewood Avenue (lower) The scope of work consists of the removal and the replacement of failed pavement and grinding of 2-inches of the existing asphalt concrete pavement surface and paving of 2-inches of new rubberized asphalt concrete pavement surface. DISCUSSION: On June 19, 2008, the Deputy City Clerk publicly opened bids. There were seven (7) contractors that responded with the following total base bid amounts for Carson Street Improvement Project (P-860) and Proposition 1B Bond Fund Street Improvements Project (P-903): CONTRACTOR TOTAL BASE BID AMOUNTS 1 Imperial Paving Company Inc. , Santa Fe Springs, CA $635,713.00 2 Sully-Miller Contracting Company, Anaheim, CA $640,375.00 3 All American Asphalt, Corona, CA $674,000.00 4 Griffith Company, Santa Fe Springs, CA $696,126.60 5 Alliance Streetworks Inc., Anaheim, CA $703,443.65 City of Culver City, California City Council Agenda Item Report 6 Excel Paving, Long Beach, CA $720,936.00 7 Shawnan, Downey, CA $973,663.20 In accordance with the contract specifications, the contract award is based on the total base bid amount. Staff reviewed the lowest (total base bid amount) bidder’s bid proposal from Imperial Paving Company, Inc. and found the bid documents complete. The bonding information, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Imperial Paving, Inc. has completed several similar projects for other municipal agencies, such as the cities of Palm Springs, Huntington Park, Orange, and San Fernando. City representatives indicated to staff that Imperial Paving performed in a professional manner and highly recommended them for future projects. Based on the careful review of Imperial Paving Inc.’s bid documents and reference checks, staff is recommending awarding the construction contract to Imperial Paving, Inc. Imperial Paving, Inc also submitted an additive alternate bid for Washington Boulevard Pavement Repair Project in the amount of $287,309. Staff decided not to recommend the Washington Boulevard Pavement Repair Project as part of the award at this time because the proposed construction is being re-evaluated to minimize the impact to residents, businesses, and schools in the area. Staff has determined that this project will be most successfully accomplished with nighttime construction. Therefore, this project will be re-bid as a separate project with the requirement for nighttime construction with detours while maintaining traffic in both directions on Washington Boulevard during the day and minimizing parking impacts to the extent possible. Construction Management/Inspection & Geotechnical Services The construction management will be performed by Engineering Division staff for all three projects. The consultant firm to assist staff with construction inspection services will be selected from a pre-approved list approved by City Council on July 23, 2007 through an informal RFP process. The cost for construction inspection services is estimated to be $75,000. The geotechnical construction services on the project for compaction testing and observation will also be selected from a pre-approved list approved by City Council on January 10, 2005 through an informal RFP process. The cost for geotechnical construction services is estimated at $35,000. City of Culver City, California City Council Agenda Item Report Public Notification Culver City Unified School District, Culver City Home Owners Association, and all residents and business owners affected by the proposed projects were mailed a notification postcard regarding this meeting on July 28, 2008. The postcard is attached for your reference. Tentative Project Schedule Per the requirements in the project specifications, the Proposition 1B Bond Fund Street Improvements Project is tentatively scheduled for construction in mid-August and to be completed by the end of August. The Carson (Street) Street Improvement Project is tentatively scheduled for construction in mid-September per the request of the Carson Street residents and to be completed by late November. FISCAL ANALYSIS: Current Project Budget There are sufficient funds included in the Capital Improvement Project budget. The inspection and geotechnical services will be provided through contracts already approved by the City Council.
