City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends that the City Council authorize an amendment to the professional services agreements with Project Partners, Berryman and Henigar, and Nickerson Company, to support the Public Works Department for public works inspection, for an additional amount not-to-exceed $65,000. The contracts will expire on June 30, 2007. BACKGROUND: On October 10, 2005, the City Council approved professional services agreements with Project Partners, Berryman and Henigar, and Nickerson Company for public works inspection services for a total aggregate not-to-exceed cost of $65,000 and expiring on June 30, 2006. The purpose of the agreements was to alleviate the workload of the Public Works Inspector due to the Symantec development and several large utility projects. DISCUSSION: The existing agreements not-to-exceed cost will soon be exhausted before June 30, 2006. The Symantec development, located at the corner of Slauson Boulevard and Bristol Parkway, has required a tremendous amount of public works inspection. For example, the inspection involved over 200,000 cubic yards of soil removal, rough grading, local storm water pollution prevention, haul routes, and ensuring the adjacent public roadways are kept clean. He has done an excellent job on keeping the progress on the project moving forward. Just recently Symantec was issued a building and public works permit to begin the construction of the building, including sewer, storm drain, precise grading, concrete curbs, gutters, sidewalks, street, and permanent storm water filter structures. The work will require full time inspection for several months. Staff is recommending extending the professional services agreements to Project Partners of Irvine, Berryman and Henigar of Santa Ana, and Nickerson Company of Manhattan Beach. These three companies together have several construction inspectors that have extensive experience working with local cities on public works inspections. The resumes of all the inspectors are attached to this report. Based on availability, one of the companies will provide an inspector to support the public works inspection needs based on project requirements. Since these contract inspectors are also providing inspection services to other agencies and may not always be available when we need them, having several inspectors will ensure that one is always available to serve Culver City. The proposed agreements will expire on June 30, 2007. The City retains the right to terminate these agreements upon thirty days notice and any time during the term of agreements. Also, the City will have the right to contract with other inspectors when it is in the City’s best interest. FISCAL ANALYSIS: Nickerson Company’s hourly rate charge for public works inspection services is $75 an hour. Berryman and Henigar and Project Partners charge $85 an hour. The proposed budget for contract inspection is $65,000.
