RECOMMENDATION
Staff recommends the City Council (1) authorize acceptance of grant funds from the Caltrans Highway Safety Improvement Program (HSIP) Cycle 12 in the amount of $349,920 (HSIP Project ID: HSIPSL-5240(042)) for new bikeways as part of the Safer Fox Hills Project; (2) authorize acceptance of grant funds from HSIP Cycle 12 in the amount of $349,110 (HSIP Project ID: HSIPSL-5240(043)) for pedestrian crossing enhancements as part of the Safer Fox Hills Project; and (3) approve a budget amendment to allocate the grant funds and appropriate local matching funds totaling $77,610 from the Mobility Improvement Fund (Fund 437) to CIP project PZ923 (Safer Fox Hills) (four-fifths vote required).
BACKGROUND/DISCUSSION
The State of California Department of Transportation (Caltrans) Highway Safety Improvement Program (HSIP) is a biannual grant program that supports roadway safety improvements for local agencies. The most recent cycle, Cycle 12, included “set-aside” funds specifically for bicycle and pedestrian safety improvements. Cities were permitted to submit up to two “set-aside” applications, with each application eligible to request a maximum of $350,000.
The Public Works Department’s Mobility & Traffic Engineering Division submitted two applications to support funding for Phase 1 of the Safer Fox Hills improvements:
• HSIP Project ID: HSIPSL-5240(042) - New bikeways on Green Valley Circle and Buckingham Parkway; $349,920 requested.
• HSIP Project ID: HSIPSL-5240(043) - Three new pedestrian crosswalks on Green Valley Circle; $349,110 requested.
On February 21, 2025, the City received confirmation from Caltrans that both projects were selected at the requesting amounts, totaling $699,030 in grant funding.
FISCAL ANALYSIS
Staff is requesting the City Council accept the grant funds and approve a related budget amendment to allocate the grant funds to CIP Project No. PZ923 (Safer Fox Hills) and appropriate local matching funds totaling $77,610 from the Mobility Improvement Fund (Fund 437) to the same CIP Project No. PZ923 (four-fifths vote required). The Adopted Budget for Fiscal Year 2025-2026 projects the ending fund balance of Fund 437 to be approximately $2.2 million. There is sufficient fund balance to support this appropriation.
