RECOMMENDATION

 

Staff recommends the City Council (1) award a construction contract to Estate Design and Construction as the lowest responsive and responsible bidder, in the amount of $505,700 for the Police Department Restroom Renovation Project, PF-020; (2) authorize the Public Works Director / City Engineer to approve change orders to the contract in an amount not-to-exceed $101,140 to cover contingency costs (20%); (3) award a Task Order to RTI Consulting Inc in the amount of $48,965 for the Police Department Restroom Renovation Project, PF-020; and (4) authorize the Public Works Director to approve change orders to the Task Order in an amount not-to-exceed $5,000 to cover contingency costs (10%).

 

 

BACKGROUND

 

The Police Department Facility located at 4040 Duquesne Avenue was originally constructed in the mid-1950s.  In 1997, the facilities underwent an extensive remodel, including the restrooms and locker rooms, which the City’s facilities team has since maintained. Within the last ten years, the restrooms and locker rooms have been experiencing infrastructure decline; water leaking between floors, and leaking plumbing fixtures. A remodel of the restrooms and locker room is needed to resolve the aging infrastructure within the building and to meet the current ADA building code.

 

Scope of work for the project includes:

 

-                     Full remodel of the men’s and women’s locker rooms on the 2nd floor; meeting ADA compliance, and adding a shower stall in the men’s locker room

-                     Full remodel of the two lobby restrooms to gender neutral restrooms, ADA-compliant

-                     New finishes of two sets of men’s and women’s restrooms on the second floor, including new paint, lights, and fixtures

 

The Police Department Restroom Remodel Project, PF-020, was bid in July 2025, as approved by the City Council on March 9, 2020.  Due to the COVID-19 pandemic, this project was put on hold in April 2020, and it was not bid on at that time.  The project was again adopted in the Fiscal Year 2024-2025 budget, and in May 2024, the project architect was rehired to evaluate and update the plans to meet ADA compliance.  Updated plans were submitted for plan check to Building and Safety in December 2024, and a building permit was approved in March 2025.

 

 

DISCUSSION

 

The competitive bid procurement was posted on PlanetBids on July 24, 2025. On August 21, 2025, the City’s Purchasing Division opened the bids, and below is a summary of the bid proposals received:

Staff reviewed the contractor bid documents and determined that Estate Design and Construction, Inc. submitted the lowest responsive total bid. Staff reviewed the bid proposal and found the bid documents responsive and complete.  Staff also contacted the references listed in the bid documents and determined that Estate Design and Construction, Inc. is an established contractor located in Culver City and has completed numerous similar projects in cities throughout Southern California, consistently delivering satisfactory performance.

 

Although Ankor Associates, Inc, submitted the lowest bid, it was deemed nonresponsive for not providing three similar projects in scope and cost, as outlined in the bid requirements. Staff has notified Ankor Associates, Inc.

 

Staff recommends that the City Council award a construction contract to Estate Design and Construction, Inc., based on their total bid amount of $505,700.

 

Construction is scheduled to begin in Winter 2025 and is expected to be substantially completed by Spring 2026.  Temporary restroom and shower facilities will be provided for Police Department staff during the duration of the locker room restroom remodel, for their exclusive use.

 

Construction Inspection

 

On August 26, 2025, a request for proposals (RFP) for construction management services for the Police Department Restroom Remodel Project. The RFP was sent to all seven consultants on the 2023-2028 on-call Construction Management and Inspection list approved by City Council on July 10, 2023. Three responses were received on September 5, 2025. Staff reviewed all three proposals and determined that RTI Consulting Inc. provided a comprehensive proposal at a reasonable fee and best met the project's needs. Staff recommends City Council approve a task order under the Construction Management and Inspection services on-call agreement with RTI Consulting for construction management services.

 

 

The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding for this contract in CIP No. PF-020 (Police Department Locker Rooms/Restrooms Rehabilitation), which can be found in the Capital Improvements section of the budget book under General Fund Facility Planning Reserve (Fund 420F) on page 592.

That the City Council:

                     

 

1.                     Award a construction contract to Estate Design and Construction, Inc. as the lowest responsive and responsible bidder, in the amount of $505,700.00 to implement the Police Station Restroom Remodel Project; and,

 

2.                     Authorize the Public Works Director / City Engineer to approve change orders to the contract in an amount not-to-exceed $101,140; and,

 

3.                     Award a Task Order to RTI Consulting, Inc. in the amount of $48,965 to implement the Police Station Restroom Remodel Project; and,

 

4.                     Authorize the Public Works Director / City Engineer to approve change orders to the Task Order in an amount not-to-exceed $5,000; and,

 

5.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

6.                     Authorize the City Manager to execute such documents on behalf of the City.
