Nachbar (05/10/11) RECOMMENDATION: Staff recommends the City Council: (1) accept grant funds in the amount of $182,182 awarded by the Los Angeles County Department of Community and Senior Services – Area Agency on Aging (AAA) to fund the Culver City Senior Nutrition Program in Fiscal Year 2012/2013; and, (2) approve a Senior Nutrition Program Grant Agreement between the City and the Los Angeles County Department of Community and Senior Services for a four year cycle commencing July 1, 2012 and ending June 30, 2016. BACKGROUND: The year 2012 marks the 37th annual re-authorization of funding for programs and services for the elderly under the Older Americans Act. The Culver City Senior Nutrition Program receives these grant funds through the Los Angeles County Department of Community and Senior Services – Area Agency on Aging (AAA). The County grant program provides limited funding to 22 non-profit organizations and municipalities in Los Angeles County to manage over 100 nutrition sites that provide well-balanced nutritional meals that meet USDA guidelines. City of Culver City, California Agenda Item Report DISCUSSION: The Senior Nutrition Program serves those age 60 and above. It is requested (but not required) that participants make a voluntary suggested donation of $2.25 per meal (AAA range is $1.50 to $2.50 per meal). During Fiscal Year 2010/2011, participants donated $75,206 toward meals. Culver City’s current per meal cost is $2.93 and meals are served Monday through Friday at the Culver City Senior Center Lunchroom and seven days a week to Home Delivered Meal Program clients. This essential community program is staffed by volunteers and Senior and Social Services Division employees. During Fiscal Year 2010/2011, an average of 2,778 meals was served per month at the Culver City Senior Center and an average of 566 Home Delivered meals was served to Culver City residents for a total 40,128 meals per year. In Fiscal Year 2012/2013, the Senior Nutrition Program grant will provide funding for 38,350 meals. FISCAL ANALYSIS: The Culver City Senior Nutrition Program is funded through a combination of the grant from Los Angeles County Department of Community & Senior Services – Area Agency on Aging, Nutrition Services Incentive Program (NSIP) funds from the Secretary of Agriculture, and program participants’ donations. General Fund money is not used to support this program. Staff will request that Grant funds in the amount of $182,182 be allocated in Account Number 41434200 (Operating Grants / Senior Nutrition Program) during the Fiscal Year 2012/2013 Budget process. MOTIONS: That the City Council: 1) Accept grant funds in the amount of $182,182 awarded by the Los Angeles County Department of Community and Senior Services – Area Agency on Aging (AAA) to fund the Culver City Senior Nutrition Program in Fiscal Year 2012/2013; and, 2) Approve a Senior Nutrition Program Grant Agreement between the City and the Los Angeles County Department of Community and Senior Services for a four year cycle commencing July 1, 2012 and ending June 30, 2016; and, 3) Authorize the City Attorney to review/prepare the necessary documents; and, 4) Authorize the City Manager to execute such documents on behalf of the City.
