City of Culver City, California Agenda Item Report 1 RECOMMENDATION: Staff recommends (1) the City Council elect the Mayor and Vice Mayor; (2) the Redevelopment Agency select the Chair and Vice-Chair; and (3) the City Council and Redevelopment Agency adopt resolutions/motions appointing Council Members/Agency Members to various Outside Agency Boards, City Council/Agency Subcommittees, and Other Related Bodies. BACKGROUND: Section 606 of the City Charter states, in pertinent part(s): “…At the second meeting in April in odd numbered years, the City Council shall elect one of its members as its presiding officer, who shall have the title of Mayor and one of its members as Vice Mayor. Both shall serve at the pleasure of the City Council.” and,“…A Council Member who has held the office of Mayor or Vice Mayor for one year shall not be eligible for reelection to that same office until one year has elapsed.” Pursuant to Section 606 of the City Charter, this evening, the City Council shall elect the Mayor and Vice Mayor of Culver City. In addition, the Redevelopment Agency shall select a Chair and Vice-Chair. Election of Mayor and Vice Mayor and Selection of Chair and Vice Chair of the Redevelopment Agency 1-A. NOMINATIONS FOR MAYOR The Mayor announces that this is the time and place to receive nominations for Mayor, calls for nominations, closes the nominations, and calls for the vote. Recommended Motion: That the City Council elect _________________________ as Mayor of the City of Culver City. 1-B. NEW MAYOR OPENS NOMINATIONS FOR VICE MAYOR The new Mayor then assumes the chair, and after any remarks he may wish to make, opens the nominations for Vice Mayor. The Mayor announces that this is the time and place to receive nominations for Vice Mayor, calls for nominations, closes the nominations, and calls for the vote. Recommended Motion: That the City Council elect _________________________ as Vice Mayor of the City of Culver City. The new Vice Mayor then assumes the appropriate chair. 1-C. COMMENTS BY CITY COUNCIL The Mayor calls on the Members of the City Council for any remarks they may wish to make at this time. There is no special action necessary by the Council. In the past, Councilmembers have made comments about the previous year and the future with the new officers. 1-D. NOMINATIONS FOR CHAIR OF THE REDEVELOPMENT AGENCY The Chair announces that this is the time and place to receive nominations for Chair of the Redevelopment Agency, calls for nominations, closes the nominations, and calls for the vote. Appointment of City Councilmembers, or Agency Members as applicable, to Outside Agency Boards, Subcommittees, and Other Related Bodies. 2-A1. APPOINTMENTS TO OUTSIDE AGENCY BOARDS REQUIRING ADOPTION OF A RESOLUTION At the City Council meeting of April 16, 2007, the City Council determined to consolidate and/or “equalize” membership on various bodies based upon similar duties. At that meeting, the City Council determined the following bodies should have membership “equalized”: • City Selection Subcommittee – League of California Cities/LA Div.* M • League of California Cities – LA Division* • City Selection Subcommittee – Los Angeles County/Western Region* M • City Legislative Subcommittee – League of California Cities/LA Div * A resolution is required in accordance with the California Government Code or the By-Laws of the Outside Agency Board. M Under the California Government Code, the Mayor is the Ex-Officio Delegate to this Outside Agency Board. City of Culver City, California Agenda Item Report 4 In accordance with the City Council’s direction of April 16, 2007, staff recommends the City Council adopt resolutions, where required, or a motion that include the Mayor as Delegate/Alternate to the four above-mentioned bodies. (1) City Selection Subcommittee – League of California Cities/LA Division The City Selection Subcommittee normally meets once a year, but occasionally a special meeting is held when a vacancy occurs. The meeting is held in conjunction with the Los Angeles County Division of the League of California Cities on the first Thursday evening of the month. At that time, the Subcommittee elects one (1) Director to serve in each of the four (4) Transportation Corridors of Los Angeles County, to serve staggered terms, one of which expires each September. The Mayor is automatically the Member Representative to this Subcommittee. This past year Vice Mayor Silbiger was the Alternate Member. (2) League of California Cities/LA Division In order for the City Council to have representation in the Los Angeles County Division of the League of California Cities, it is necessary that a Delegate and an Alternate Delegate be selected from among the City Councilmembers. The meetings are held on the first Thursday of each month Downtown Los Angeles at the L.A. Mart. The current representatives to the League are Mayor Malsin, Delegate and Vice Mayor Silbiger, Alternate Delegate. (3) City Selection Subcommittee – Los Angeles County/Western Region The City Selection Subcommittee meets to elect the City representative from Los Angeles County to the Local Agency Formation Commission, the South Coast Air Quality Management District and the South Coast Regional Coastal Commission. When they meet, they do so prior to the meeting of the League of California Cities. The Mayor is the Ex Officio Member to this Subcommittee, and this past year the Alternate Member was Vice Mayor Silbiger. (4) City Legislative Subcommittee – League of California Cities/LA Div The League’s Legislative Program was established to help strengthen the grassroots efforts of the League on such critical legislative issues as the State budget deliberations. The Program's goals are also to establish stronger personal contacts City of Culver City, California Agenda Item Report 5 with legislators in our area, to promote regular communication on City issues; to promote City interests, and to articulate City positions with members of the legislature on key issues. Mayor Malsin and Vice Mayor Silbiger served on this Subcommittee. Recommended Motion: That the City Council: (1) Adopt the Resolutions appointing Mayor ____________________as Delegate, and Vice Mayor ____________________, as Alternate Delegate, to the City Selection Subcommittee – League of California Cities/LA Division, League of California Cities/LA Division, and City Selection Subcommittee – Los Angeles County/Western Region; and (2) Appoint, by motion, Mayor ____________________ and Vice Mayor____________________ to the City Legislative Subcommittee – League of California Cities/LA Division. (5) Independent Cities Association of Los Angeles County The City of Culver City has been a member of the Independent Cities Association of Los Angeles County for many years, and it is required that the City Council appoint a Delegate and an Alternate Delegate to that organization. The current representatives to the Independent Cities Association of Los Angeles County are Councilmember O’Leary, Delegate, and Councilmember Weissman, Alternate Delegate. Recommended Motion: That the City Council adopt the resolution appointing Councilmember ____________________ as Delegate and Councilmember ____________________ as Alternate Delegate of the Independent Cities Association of Los Angeles County. (6) Independent Cities Risk Management Authority (ICRMA) The City of Culver City is a member of the ICRMA. The Bylaws require an elected official be appointed by resolution as a Member to the Governing Board of the ICRMA and an Alternate (who may be a staff member) be appointed by resolution to act in the primary Member's absence. City of Culver City, California Agenda Item Report 6 By action of the City Council the current Member is Councilmember O’Leary and the Alternates are Assistant City Manager Marlee Chang and Human Resources Director Serena Wright. In order to help ensure Culver City representation at all Board meetings, which occur during business hours every other month, staff requests that the Council consider appointing one Councilmember and two staff members to the ICRMA Board for 2008-09. Recommended Motion: That the City Council adopt the resolution appointing Councilmember ____________________ as Member; Assistant City Manager Marlee Chang as Alternate and Human Resources Director Serena Wright as Substitute Alternate to the ICRMA Governing Board. (7) Los Angeles County Sanitation District Number 5; and (8) Sanitation Subcommittee Meetings for District No. 5 are held on the third Wednesday of the month at the Torrance City Hall in Torrance, California. There is a stipend of $125 per meeting, payable to the Director for his attendance, or in his absence, to the Alternate Director. The District is authorized to pay at a rate of $125 per meeting, up to a maximum of $600 per month regardless of the number of meetings attended. The Ex Officio Director of District No. 5 is Mayor Malsin. The City Council must then select one of its members as Alternate Director. The current Alternate Director is Vice Mayor Silbiger. The Sanitation Subcommittee is composed of two Councilmembers working with staff to provide a closer understanding and liaison between the Council and staff in matters pertaining to the Sanitation Division’s operations. The Subcommittee meets on an as-needed. This Subcommittee has been inactive for over two years; however, staff reports that there may be some controversial issues coming this year wherein Subcommittee input would be beneficial. The current Members of this Subcommittee are Councilmember Malsin and Councilmember Silbiger. Recommended Motion: That the City Council: City of Culver City, California Agenda Item Report 7 (1) Adopt the Resolution appointing Mayor ____________________ as Director, and Vice Mayor ____________________, as Alternate Director, to the Los Angeles County Sanitation District Number Five; and (2) Appoint, by motion, Mayor ____________________ and Vice Mayor____________________ to the Sanitation Subcommittee. (9) Southern California Association of Governments (SCAG). Culver City is a member of SCAG, and the Council must appoint the Official Representative and an Alternate Representative to this organization in order that we may continue our participation in their activities. Delegates are given the opportunity to serve on various Subcommittees, such as the Transportation and Utilities Subcommittee, the Council of Planning, Housing and Community Development, and the Environmental Quality and Resource Conservation Subcommittee. The current representatives to SCAG is Councilmember Silbiger, Official Representative and Councilmember O’Leary is the Alternate Representative. Recommended Motion: That the City Council adopt the resolution appointing Councilmember ____________________ as Official Representative and Councilmember ____________________as Alternate Representative to SCAG. 2-A2. APPOINTMENTS TO OUTSIDE AGENCY BOARDS REQUIRING ADOPTION OF A MOTION (10) Westside Cities Council of Governments. The Westside Cities Council of Governments is an organization composed of the following cities: Beverly Hills, Culver City, Los Angeles, Santa Monica and West Hollywood. Represented at these meetings is one or more elected City officials from each City and a limited number of staff. Matters of mutual concern are discussed at the meetings. The current representatives to this Subcommittee are Councilmember Malsin and the Alternate is Councilmember O’Leary. Recommended Motion: That the City Council appoint Councilmember ____________________ as Representative to the Governing Board; and City of Culver City, California Agenda Item Report 8 Councilmember ____________________ as the Alternate to the Westside Cities Council of Governments. (11 ) Interagency Communications Interoperability System (ICIS) ICIS is a Joint Powers Authority formed to coordinate the efforts of the Cities of Beverly Hills, Culver City, Pomona, Montebello, Burbank, and Glendale in the areas of communications compatibility and related policies and funding source. The Current Council appointed member of this Board is Councilmember Weissman. Recommended Motion: That the City Council appoint Councilmember ____________________ as Liaison to ICIS. (12) Exposition Metro Line Construction Authority/Agency Metro Subcommittee This Authority is responsible for the construction and other associated activities related to the Exposition Line from downtown Los Angeles to an interim station in Culver City, with an ultimate terminus in Santa Monica. The current City Council Delegate and Alternate to the Authority are Councilmember Malsin and Councilmember O’Leary. Recommended Motion: That the City Council appoint Councilmember ____________________ as Delegate and Councilmember ____________________ as Alternate Delegate and the Redevelopment Agency appoint the same members as the Agency Metro Subcommittee. (13) Southern California Cities Joint Powers Consortium In December 1994, the City Council entered into a Joint Powers Authority Agreement with other Westside/South Bay Cities to capitalize on the combined bargaining and buying power of member cities in all areas of energy purchasing, to monitor and promote such powers, and adopt a resolution requesting that Southern California Edison take whatever actions are necessary to reduce rates for residential and small industrial/commercial customers. In 1995, the City Council authorized execution of the Joint Powers Agreement forming the Southern California Cities Joint Powers Consortium. The Agreement provides that each participating city shall appoint one Director and one Alternate Director as representatives to the Consortium. City of Culver City, California Agenda Item Report 9 The current Director is Councilmember Armenta, and the Alternate Director is Councilmember Malsin. Recommended Motion: That the City Council appoint Councilmember ____________________ as Director and Councilmember ____________________ as Alternate Director to the Southern California Cities Joint Powers Consortium. (14) Los Angeles International Airport (LAX) Area Advisory Subcommittee The City of Culver City has been a member of the Los Angeles International Airport (LAX) Area Advisory Subcommittee for many years. Culver City has three seats on this Subcommittee. At the City Council meeting on April 28, 2008, it was unanimously agreed that the Mayor and Vice Mayor represent Culver City on the Subcommittee. The current Councilmembers appointed to this Subcommittee are Mayor Malsin and Vice Mayor Silbiger. Recommended Motion: That the City Council appoint Mayor ____________________ to the LAX Area Advisory Subcommittee with Vice Mayor ____________________ as an alternate member. 2-B. APPOINTMENTS TO CITY COUNCIL SUBSUBCOMMITTEES REQUIRING ADOPTION OF A MOTION Council representatives are currently serving on the following Ad Hoc Subcommittees. A few of these Subcommittees were established for a limited or specific purpose and the Council may now wish to eliminate those Subcommittees that have fulfilled their purpose. (15) Joint City Council/Redevelopment Agency Brotman Medical Center Subcommittee Councilmember O’Leary and Councilmember Silbiger currently serve on this Subcommittee. Recommended Motion: That the City Council/Redevelopment Agency appoint Councilmember ____________________ and Councilmember ____________________ to the Ad-Hoc Brotman Medical Center Subcommittee. City of Culver City, California Agenda Item Report 10 (16) EPMC/Labor-Management and Executive Agreements Subcommittee Councilmember Armenta and Councilmember Malsin are currently serving on this Subcommittee. Recommended Motion: That the City Council appoint Councilmember ____________________ and Councilmember ____________________ to the Ad-Hoc EPMC/Labor-Management and Executive Agreements Subcommittee. (17) Joint Finance and Judiciary Subcommittee; (18) Treasurer’s Investment Subcommittee; and (19) Audit, Financial Planning, Budget and Subcommittee The Judiciary and Finance Subcommittee has two functions as stated in the Culver City Municipal Code (Section 3.01.020): 1) A Subcommittee member signs the City Treasurer’s demand sheet to acknowledge that the demand sheet has been received and filed by the City Council; and, 2) The Subcommittee reviews demands for payment that the City Treasurer has denied and makes a recommendation to the City Council on their disposition. The Audit and Financial Planning Subcommittee works with the City Manager to forge long-range financial policies to present to Council for consideration and adoption. The Subcommittee also meets with the City’s Auditors to discuss the annual audit. The Treasurer’s Investment Subcommittee currently consists of the City Treasurer, the City Manager, the Culver City Redevelopment Agency's Assistant Executive Director, one public member and one City Councilmember. The Subcommittee reviews City and Redevelopment Agency investment policies and practices. The current Representatives to this Subcommittee are Councilmember Malsin and Councilmember Armenta (with Councilmember Malsin as the representative on the City Treasurer’s Investment Subcommittee). Recommended Motion: That the City Council/Redevelopment Agency adopt the motion appointing Councilmember ____________________ and Councilmember ____________________ as Members of the Judiciary and Finance Subcommittee and Members of the Audit, Financial Planning, and Budget Subcommittee; City of Culver City, California Agenda Item Report 11 Councilmember ____________________ to the City Treasurer’s Investment Subcommittee. Under advice from the City Attorney, it is recommended the City Council NOT make an appointment as the Alternate to the Judiciary and Finance Subcommittee. (20) Dr. Martin Luther King, Jr. (MLK) Day Activities Subcommittee Councilmember Silbiger and Councilmember O’Leary currently serve as members of this Subcommittee. At the City Council meeting of February 19, 2008, the City Council determined the MLK Day Activities Subcommittee would become a Subcommittee of the City. The current members of the Subcommittee are working with staff to present a list of proposed members of the newly formed City Subcommittee to the City Council for ratification. Upon creation of the new Subcommittee and ratification of its members by the City Council, the MLK Day Activities Subcommittee will be an official City Subcommittee. Motion: That the City Council appoint Councilmember ____________________ and Councilmember ____________________ to the MLK Day Activities Subcommittee. (21) Fiesta La Ballona Subcommittee This Subcommittee meets on an as needed basis to assist in the planning and implementation of the City’s annual Fiesta La Ballona. Councilmember O’Leary and Councilmember Weissman are currently serving on this Subcommittee. At the City Council meeting of February 19, 2008, the City Council determined the Fiesta La Ballona Subcommittee would become an official committee of the City. The current members of the Subcommittee are working with staff to present a list of proposed members of the newly formed City Subcommittee to the City Council for ratification. Upon creation of the new Subcommittee and ratification of its members by the City Council, the Fiesta La Ballona Subcommittee will be an official City Committee. Motion: That the City Council appoint Councilmember ____________________ and Councilmember ____________________ to the Fiesta La Ballona Subcommittee. City of Culver City, California Agenda Item Report 12 (22) Baldwin Hills Park/Ballona Creek and Santa Monica Bay Restoration Advisory Subcommittee The Baldwin Hills Park Subcommittee is composed of two Members of the City Council working with staff to provide guidance in matters pertaining to the development of the Baldwin Hills Park and the annexation of approximately 200 contiguous acres of unincorporated land within the Baldwin Hills area for the development of recreational, educational, open space and wildlife habitat uses. The Subcommittee meets as needed. Current Members of this Subcommittee are Councilmember Armenta and Councilmember O’Leary. The Santa Monica Bay Restoration Commission (on which the City of Culver City does not have a seat) monitors, assesses, coordinates and advises on the activities of state programs and oversees funding that affects the Santa Monica Bay and its watersheds. The Council created this Subcommittee to monitor the work of the Commission. At its May meeting, the Westside Cities Council of Governments (COG) will be considering which Member City shall select a member of its City Council to represent the COG with a seat on the Santa Monica Bay Restoration Commission. Should the COG select Culver City as the Representative City, then an item requesting a City Council appointment to the Commission will be presented to the City Council following the COG’s action. Councilmember Armenta and Councilmember O’Leary are currently serving on this Subcommittee. Recommended Motion: That the City Council appoint Councilmember ____________________ and Councilmember ____________________ to the Baldwin Hills Park/Ballona Creek/Santa Monica Bay Restoration Advisory Subcommittee. (23) Joint Council/Agency Economic Development Subcommittee Currently Councilmember Weissman and Councilmember O’Leary serve on this Subcommittee. Recommended Motion: That the City Council/Redevelopment Agency appoint Councilmember ____________________ and Councilmember____________________ to the Joint City/Agency Economic Development Subcommittee. City of Culver City, California Agenda Item Report 13 (24) Equipment Replacement Subcommittee The Equipment Replacement Division maintains ownership of the City’s major capital equipment, such as cars, trucks, construction and landscape equipment, communications equipment, central computers, and other production equipment. Each year the City Council makes decisions to replace capital equipment during the annual budget adoption process. The Equipment Replacement Subcommittee is charged with evaluating and reviewing specific replacement recommendations for the upcoming budget and reporting to the City Council. The Subcommittee meets on-call, but typically on an annual basis during budget preparation. The current Members of this Subcommittee are Councilmember Weissman and Councilmember ___________________. Recommended Motion: That the City Council appoint Councilmember ____________________ and Councilmember ____________________ to serve on the Equipment Replacement Subcommittee. (25) Joint City/Agency General Design Review Subcommittee This Subcommittee is composed of four members of the City Council, two as Members and two as Alternate Members; two members of the Planning Commission; and staff members. The Subcommittee meets on the first and third Wednesday of each month at 4:30 p.m. in City Hall, as needed. This Subcommittee reviews architectural design proposals for proposed developments. The current members of this Subcommittee are Councilmember Malsin and Councilmember Weissman, Members. Subcommittee Members may also sit as the Zoning Implementation Program (ZIP) Policy Subcommittee which meets infrequently, as needed. Recommended Motion: That the City Council/Redevelopment Agency appoint Councilmember ____________________ and Councilmember____________________ as Members of the General Design Review Subcommittee. (26) Homelessness Subcommittee City of Culver City, California Agenda Item Report 14 Councilmember Silbiger and Councilmember Weissman are currently serving on this Subcommittee. Recommended Motion: That the City Council appoint Councilmember ____________________and Councilmember ____________________ to the Homelessness Subcommittee. (27) Information Technology/Telecommunications/Council Chamber Audio/Video System Subcommittee The Information Technology/Telecommunications/Council Chamber Audio/Visual System Subcommittee is composed of two Members of the Council working with staff and the consultants of the City to provide a closer understanding and liaison between the Council and staff in matters pertaining to this technical field. The Subcommittee meets as needed. The current Members of the Information Technology Subcommittee are Councilmember Malsin and Councilmember Weissman. Recommended Motion: That the City Council appoint Councilmember ____________________ and Councilmember ____________________ to the Information Technology/Telecommunications/Council Chamber Audio/Video System Subcommittee. (28) Joint Culver City Unified School District/City Council Liaison Subcommittee This Subcommittee consists of two Councilmembers and two Members of the School Board. The Subcommittee meets as needed to discuss and make recommendations on issues of mutual concern. The current Members of this Subcommittee are Councilmember Armenta and Councilmember O’Leary. Recommended Motion: That the City Council/Redevelopment Agency appoint Councilmember ____________________ and Councilmember ____________________ to the Culver City Unified School District/City Council Liaison Subcommittee. (29) Animal Control Subcommittee City of Culver City, California Agenda Item Report 15 The current members on this Subcommittee are Councilmember Armenta and Councilmember Silbiger. Recommended Motion: That the City Council appoint Councilmember ____________________ and Councilmember ____________________to the Animal Control Subcommittee. (30) Skateboard Park Subcommittee Councilmember Armenta and Councilmember Silbiger currently serve on this Subcommittee. Recommended Motion: That the City Council appoint Councilmember ____________________ and Councilmember ____________________ to the Skateboard Park Subcommittee. (31) Los Angeles Airport Expansion Traffic Impact Subcommittee This Subcommittee was established in response to the LAX Litigation with a purpose to evaluate the traffic intersections and proposed mitigations resulting from the LAX expansion. Currently, Councilmember Malsin and Councilmember Silbiger serve on this Subcommittee. Recommended Motion: That the City Council appoint Councilmember ____________________ and Councilmember ____________________ to the LAX Airport Expansion Traffic Impact Subcommittee. (32) Sustainability Subcommittee This Subcommittee was established to assist the process in conjunction with the American Institute of Architects. Currently, Councilmember Malsin and Councilmember Silbiger serve on this Subcommittee. (33) City Council/Commission Subcommittee At a facilitated meeting held in February, 2007, the City Council determined it wished to create a Subcommittee to evaluate the issues raised at the facilitated meeting and provide recommendations thereon.
