RECOMMENDATION
Staff recommends the City Council award a contract to Superior Pavement Markings (Superior), as the lowest responsive and responsible bidder, in an amount not-to-exceed $341,020 ($308,500 base bid and $32,520 in change order authority) for the construction of the Washington Boulevard Striping and Bike Lane Project, PZ-965.
BACKGROUND
The existing lane line striping and pavement markings on Washington Boulevard west of Sepulveda Boulevard to the westerly City boundary of Walnut Avenue/Del Rey Avenue are faded and need to be repainted. The Project includes removal of the existing lane lines and markings, adjusting the striping of new lane lines to accommodate creation of the bike lanes and ‘sharrows.’ The Project will utilize a lane line enhancement technique of highlighting the white lane line markings with a black paint frame to increase lane line visibility on the concrete surface. The new lane striping and pavement markings will be of durable thermoplastic paint containing reflective beads to further enhance visibility. Thermoplastic paint is expected to last approximately 20 years. Also the proposed striping plan is consistent with the City’s Bicycle and Pedestrian Master Plan (BPMP) with new 5’ wide eastbound and westbound bicycle lanes along approximately 1.8 miles, and the installation of share the road “sharrows” along the remaining 0.65 mile of the Project where the roadway does not have sufficient width for bike lanes.
On July 13, 2015 the City Council approved the plans and specifications and authorized staff to advertise the project for bids.
DISCUSSION
On August 27, 2015, the City Clerk’s Office staff publicly opened the bids. Four contractors responded with the following bid amounts:

Staff reviewed the four sets of contractor bid documents and determined Superior submitted the lowest responsive total base bid. Staff reviewed the bid proposal from Superior and found the bid documents responsive and complete. Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Superior has completed several similar projects for the City of Santa Monica, City of Beverly Hills, and City of Newport Beach. Staff contacted these cities and received satisfactory reviews of Superior’s work.
The construction management inspection of the project will be conducted by Public Works Department Engineering Division staff.
Should the City Council take the recommended action, the construction project is scheduled to begin in November 2015 and is expected to be completed by February 2016.

RECOMMENDED MOTIONS
That the City Council:
1) Award a contract to Superior, as the lowest responsive and responsible bidder, for the Washington Boulevard Striping and Bike Lane Project, PZ-965 in an amount not-to-exceed $341,020 ($308,500 base bid and $32,520 in change order authority); and,
2) Authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $32,520, if necessary; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
