RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize advertising bids for the new Traffic Management Center (TMC), P-852
BACKGROUND/ DISCUSSION:
The Los Angeles County Metropolitan Transportation Authority (Metro) Call for
Projects program approved funding for multiple components of work comprising the
upgrading of 12 traffic signals within the Fox Hills neighborhood, switching existing
traffic signal data transmission from copper wire interconnection to the City’s existing
fiber optic network, providing mutual video Closed Circuit Television camera
monitoring capability between Culver City and Los Angeles Department of
Transportation, certifying the City’s existing traffic signal communication
infrastructure, and acquiring and installing a citywide Traffic Control System.
Pursuant to several contracts approved over the past several years by the City
Council, all components of the project are now complete with the exception of the
installation of the citywide traffic control system.
A necessary component of the new Traffic Control System is a traffic management
center (TMC). Construction of the TMC comprises renovating an existing office in
City Hall and purchasing equipment furnishings to house the Traffic Control System.
In October 2009, the City Council approved an amendment to the professional
services agreement with Iteris, Inc. to continue to provide technical oversight of the
Traffic Control System installation and expand services to include the preparation of City of Culver City, California

an architectural design and construction bid documents for a TMC. The TMC will be
constructed in an available office space on the 2
nd
Floor of City Hall.
The purpose of the TMC is to provide a secured area in which the Traffic Control
work stations in City Hall can reside on a permanent basis. Through a work station,
an authorized staff member can monitor the traffic signals on a real time basis,
schedule timing plan changes or generate reports on the status of the system.
Accompanying the workstations will be a video wall composed of four – 46 inch LCD
screens that can display any combination of real time video of street traffic and the
graphic interface operation of the individual signalized intersections within the City’s
traffic signal network.

FISCAL ANALYSIS:
The total project including components that have been completed has a budget of
$2,036,100. The local match is $414,275.
