RECOMMENDATION

That the Bicycle and Pedestrian Advisory Committee (BPAC or Committeeee) discuss and provide staff with input regarding a proposed name change for the body and potential expansion of its purpose. The Committee may also review its Bylaws generally and consider other amendments.

BACKGROUND/ DISCUSSION

At the June 8, 2026 meeting of City Council, Council received consensus to consider changing the name of the Bicycle & Pedestrian Advisory Committee, potentially changing it to the Mobility Advisory Committee.

At the June 30, 2026 Mobility Subcommittee Meeting, Council Members further elaborated and asked for consideration to not only change the name of the Committee but potentially expand its intended purpose.

Although the purpose and objectives listed in the current BPAC Bylaws is broad, active mobility (walking, biking) has always been the Committee’s focus.

Currently, the Bylaws (approved by City Council on 01/12/2024) describe the intended purpose and objectives of BPAC in section 1.

I. PURPOSE & OBJECTIVES

a.                     The Bicycle and Pedestrian Advisory Committee (“BPAC” or “Committee”) was created to expand the role of the community in providing advice and recommendations regarding active-mobility issues and projects and advance mobility related goals such as:

                     Making transportation physically accessible to everyone;

                     Making roadways safer for all users;

                     Optimizing use of public right-of-way;

                     Expanding options for affordable and convenient transportation;

                     Providing safe routes of active-mobility throughout the City;

                     Creating an active-mobility transportation network throughout the City;

                     Promoting and improving environmentally friendly transportation options; and

                     Encouraging active-mobility options that enhance public health.

Expansion of BPAC’s purpose and objectives would likely result in more interaction with other Departments and Public Works Divisions and an expectation that BPAC provide input on a wider range of projects and initiatives.

Changing the BPAC body name would require an amendment to its Bylaws. If the Committee also wishes to expand its purpose or objectives, staff recommends, at minimum, the following additional Bylaws change be made to explicitly expand the Committee’s role.

“The Bicycle and Pedestrian Advisory Committee (“BPAC” or “Committee”) was created to expand the role of the community in providing advice and recommendations regarding active-mobility issues and projects and advance mobility related goals such as:…”

The Committee can discuss and consider the proposed Committee name change, the proposed Bylaws change, and any other changes related to its name, purpose, and objectives. At this time, the Committee may also review its Bylaws generally and consider other amendments as authorized in section VIIIb of the Bylaws.

If the Committee can provide consensus on any change or no change, staff will report to the Mobility Subcommittee and staff may eventually return to BPAC with Bylaw amendments to approve and submit to City Council.

In addition to making Committee changes, Council Members could direct staff in Public Works, Transportation, and other departments to present a wider range of mobility activities to BPAC, either in advance or following presentations to the Mobility Subcommittee and City Council.
