RECOMMENDATION

 

Staff recommends the City Council approve an amendment to the existing professional services agreement with KOA Corporation in an amount not-to-exceed $38,112 for additional construction management services on City owned property at 3860 and 3900 Sepulveda Boulevard.

 

 

BACKGROUND

 

The City of Culver City acquired the one- and two-story motel structures, one at 3868 Sepulveda Blvd. (Deano’s Motel), and an adjoining facility at 3900 Sepulveda Blvd. (Sunburst Spa and Suites), both located in the City of Culver City, for reuse as interim and permanent supportive housing as part of Project Homekey. Construction began in October 2022, and KOA has been actively involved in the construction of the project, supervising and verifying the work of the contractor, sub-contractors, and project schedule.  In February 2023, an amendment to the agreement with KOA was approved for extended services until July 2023.

 

 

DISCUSSION

 

The project has encountered delays due to electrical design and equipment relative to the switchgear assembly at both sites.  There are a number of smaller “punch list” elements that still require attention as well as system testing and project documentation closeout.   An administrative amendment in the amount of $49,288, was approved in July 2023 to provide construction management services relative to the electrical delays, however staff recommends that the City approve an additional amendment for services until August 31, 2023 to ensure supervision is available as necessary. Services will include on-site construction management, administration, and inspections. Hourly rates and scope of work will remain consistent with the initial agreement. 

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2022-2023 included funds in Account No. 10116100.619800 (Non-Departmental - Other Contractual Services), earmarked for the Homeless Emergency, that were not spent in the prior fiscal year. These funds can be carried over and allocated to fund the amended KOA services under this agreement. The total contract amount to date including the proposed amendment will be $1,006,880 which includes both pre- and active construction services.

That the City Council:

 

1.                     Approve an amendment to the existing professional services agreement with KOA Corporation, (KOA) in an amount not-to-exceed $38,112 for additional construction management services  on City owned property at 3860 and 3900 Sepulveda Boulevard;

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
