RECOMMENDATION

Staff recommends the City Council (1) ratify General Fund expenditures to Technology Artists for the 2024 Summer Concert Series and the 2024 Culver City Jazz Festival in an amount not-to-exceed $19,378.98; and (2) approve a general services agreement with Technology Artists in an amount not-to-exceed $49,980 for the 2025 Summer Concert Series.

BACKGROUND/DISCUSSION
For more than 20 years, the City has hosted a free summer concert series on Thursday evenings from June through September in the City Hall Courtyard, offering high-quality cultural programming for residents and attracting visitors to Downtown Culver City.
Historically, the series was produced in partnership with Boulevard Music through a Memorandum of Understanding, with funding provided by the City, sponsorships, and in-kind contributions. This arrangement concluded prior to 2023. Following a pause from 2020 to 2022 due to the COVID-19 pandemic, the series resumed in 2023, with the City directly funding and coordinating the events in partnership with local performers and vendors, supplemented by sponsorships and in-kind contributions.
The City currently maintains a separate general services agreement with Technology Artists for production services for the annual Fiesta La Ballona event. This agreement, which expires on April 3, 2026, includes a not-to-exceed amount of $42,653 for Fiscal Year 2025-2026.
When combined with anticipated production costs for the 2025 Summer Concert Series, the total expenditures included in this second agreement with Technology Artists will exceed the City Manager's purchasing authority of $50,000 for Fiscal Year 2025-2026.

Additionally, expenditures with Technology Artists for the 2024 Summer Concert Series and the 2024 Culver City Jazz Festival when combined with the costs for the 2024 Fiesta La Ballona event exceeded the City Manager's $50,000 purchasing authority by $19,378.98 for Fiscal Year 2024-2025, requiring Council ratification of the additional expenditures for Fiscal Year 2024-2025.

FISCAL ANALYSIS

The Adopted Budget for Fiscal Year 2024-2025 included sufficient funding for the expenditures related to the 2024 Summer Concert Series and the 2024 Culver City Jazz Festival in the amount of $19,378.98 in Account No. 10110500.619800 (Economic Development - Other Contractual Services).

There is sufficient funding in the Adopted Budget for Fiscal Year 2025-2026 for the agreement with Technology Artists in Fiscal Year 2025-2026 in the amount of $49,980 in Account No. 10110500.619800 (Economic Development - Other Contractual Services) which can be found in the City Manager's Office section of the budget book.
