RECOMMENDATION:
Staff recommends the City Council accept the work performed by the contractor,
Belaire West Landscape, Inc., and authorize filing a Notice of Completion for Phase I
of the Culver West Alexander Park Rehabilitation Project, P-835.
BACKGROUND/DISCUSSION:
Phase I of the Project
On January 28, 2008, the City Council awarded a construction contract to Belaire
West Landscape, Inc. in the amount of $157,000 to complete Phase I of the Culver
West Alexander Park Rehabilitation Project.
Phase I of the project, which has now been completed by Belaire West Landscape,
Inc., includes a new jogging trail and landscaping; demolition and removal of an
existing vacated restroom, the softball infield, and horseshoe pits; seeding and re-
turfing of the former softball infield; enlarging the existing group picnic area;
installation of a rock climbing play equipment (this apparatus was donated to the
Park by Mrs. Andi Alexander); and the installation of a new maintenance traffic
control gate.
Two change orders were issued during the course of construction. Change Order
No. 1 was issued primarily for extra work items requested by the City to provide
irrigation coverage related to the construction of the jogging path and to install two
drainage inlets at low areas of the park. Near the end of the project, Belaire West
Landscape, Inc. agreed to allow the City to hire a third party contractor to correct

some of the landscape work the company had done that was deemed deficient by
staff. Change Order No. 2 was a deductive work order in the amount of $6,500 so
that this turf renovation work could be fully established and completed by another
contractor selected by staff. The final Belaire West Landscape, Inc. contract price is
$154,060. Culver West Alexander Park has been open to the public since early
October.
Phase II of the Project
The following items of additional work, listed in the order of priority, are planned to
be incorporated into Phase II of the Culver West Alexander Park Rehabilitation
Project:
1. Redirecting spill-over light from the existing sport lights away from the
residences (and possibility installing walkway lights along the jogging
path) and adding additional security lights at the recreation building
2. McConnell alley improvements
3. Pooch path fence
4. New drought tolerant landscaping and signage
5. Repair existing playground equipment
6. New park signage
Phase II of the project is not fully funded. Staff will utilize the remaining funds in the
project budget towards completing these tasks in priority order. All contracts will be
awarded in accordance with the City’s Charter and Municipal Code .
FISCAL ANALYSIS:
A Land and Water Conservation Fund (LWCF) Grant and Los Angeles County
Proposition A Excess Funds provide the majority of the funding for the Culver West
Alexander Park Rehabilitation Project. There are sufficient funds in Account Number
42300835.730100 (Culver West Alexander Park Rehabilitation / Improvements
Other than Buildings) to release the retention amount due to Belaire West
Landscape, Inc. following the expiration of the 35-day lien period.
MOTIONS:
That the City Council:
1. Accept the work performed by the contractor, Belaire West Landscape, Inc., for
the Culver West Alexander Park Rehabilitation Project, P-835; and, City of Culver City, California

2. Authorize the Public Works Director/City Engineer to sign and submit the Notice
of Completion to the Los Angeles County Recorder’s Office for recordation; and,
3. Authorize the release of the retention funds in the amount of $15,406 to Belaire
West Landscape, Inc., following the expiration of the 35-day lien period.
