RECOMMENDATION
Staff recommends the City Council authorize a Task Order for traffic engineering services for the Traffic Signal Fiber Upgrades Project in an amount not-to-exceed $54,285 pursuant to the terms of the City’s On-Call Professional Services Agreement with Kimley-Horn and Associates.
BACKGROUND/DISCUSSION
On July 10, 2023, staff presented Council with the results of the request for qualifications process conducted for on-call traffic engineering, on-call civil engineering, construction management and inspections, and geotechnical and material testing (Attachment 1). The City Council approved on-call professional services agreements (PSA) with 26 individual firms, including Kimley-Horn and Associates.
In accordance with Council Resolution 2018-R024 and the on-call process detailed in the July 10, 2023, staff report, all expenditures with a particular on-call consultant in excess of $50,000 in a fiscal year must be approved by the City Council. The proposed expenditures with Kimley-Horn and Associates exceed this threshold and therefore must be approved by the City Council.
This Task Order will support the Public Works Department, Mobility & Traffic Engineering Division’s Traffic Signal Fiber Upgrades Project by developing construction plans, specifications, and estimates to upgrade the existing twisted pair copper wiring serving the 10 signalized intersections below to fiber optic. Fiber optic cable will significantly improve the City’s ability to monitor and manage traffic signals remotely to ensure proper operation, enhance multi-modal functionality, and further the City’s ongoing advanced traffic management efforts.

• Washington Boulevard & Helms Avenue
• Washington Boulevard & Cattaraugus Avenue
• Washington Boulevard & McManus Avenue/La Cienega Avenue
• Washington Boulevard & La Cienega Boulevard
• Washington Boulevard & Adams Boulevard
• National Boulevard & Wesley Street
• National Boulevard & Hayden Avenue
• National Boulevard & Eastham Drive
• Higuera Street & Eastham Drive
In accordance with the on-call process detailed in the July 10, 2023, staff report, staff solicited proposals from Kimley-Horn and Associates, KOA Corporation, and Michael Baker International from the approved on-call traffic engineering list. After reviewing the proposals received, staff recommends selecting Kimley-Horn and Associates for this project given their experience working on similar projects, the comprehensive project approach detailed in their proposal, and cost.
FISCAL ANALYSIS
Sufficient funding for the agreement was included in the Adopted Budget for Fiscal Year 2023-2024 in Capital Improvement Project PL015 (Traffic Signal Fiber Optic Upgrades).
