RECOMMENDATION:
Staff recommends that the City Council: (1) accept the work performed by Minagar &
Associates, Inc. for the Citywide Traffic Signal Synchronization Program (TLSP) (2)
authorize the recordation of the Notice of Completion; and, (3) authorize the release
of the retention funds in the amount of $20,276 upon expiration of the 35-day lien
period.
BACKGROUND:
The City Council approved the submission of a grant application for funding through
the State of California Proposition 1B TLSP in March 2008. The City received
approval in the amount of $550,000. Staff released a RFP in February 2010, and
the City Council approved a contract with Minagar and Associates, Inc. in a not-to-
exceed amount of $249,030. Work commenced in April 2010.
DISCUSSION:
The TLSP project re-timed all traffic signals citywide. Signal re-timing took into
consideration the changing traffic patterns due to employment and high profile
destinations, travel time, and fuel consumption. Through a detailed and somewhat
time consuming process of fine tuning and field observations, in general the signals
to the north of Ballona Creek were re-timed to operate on a 90 second cycle, while
the signals south of Ballona Creek are re-timed to have 100 second cycle. New City of Culver City, California

signal timing was implemented during a two week period from February 7 through
February 18,2011.
The required “Before and After” study evaluation final report indicated that that peak
period delay was reduced by 39% during the morning and 33% in the afternoon. In
addition, based on peak-hour energy savings on weekdays alone, the total dollar
amount saved annually on fuel consumption by motorists traveling along the major
corridors in Culver City – assuming a current average fuel price of $3.94 per gallon -
is approximately $1,561,186 per year.
The project was scheduled to be completed in December 2010 per the agreement
with the grantor, Caltrans. Due to the necessary fine tuning of all signal timing
parameters and the longer than expected observation period for signal operations,
staff requested and was granted a one year project extension. The project is now
complete.
FISCAL ANALYSIS:
The original grant application anticipated that the total cost of implementing the
TLSP would be $550,000. This amount was comprised of $440,000 (from the grant)
plus 20% matching funds of $110,000 from the West Los Angeles College Mitigation
Fund.
The total project expenditure was $249,030. Eighty percent (80%) of the total
project expenditure, or $199,224, will be reimbursed by the grant. The remaining
20% of the total project expenditure, or $49,806, will be spent from the City’s
allocated matching funds. Remaining grant funds cannot be used for any other
purpose and will be returned to the State.
MOTIONS:
That the City Council:
1. Accept the work performed by Minagar & Associates Inc., for the implementation
of the Citywide Traffic Light Synchronization Program (TLSP); and,
2. Authorize the recordation of the Notice of Completion; and, ,
3. Authorize the City Manager to release $20,276 in retention to Minagar &
Associates Inc., after the 35 days lien period has expired.
