Staff recommends the City Council:
1. Appropriate $20,000 from the General Fund Reserve;
2. Approve an agreement with Progressive Solutions for Pet Licensing Software
and Services;
3. Authorize an amendment to the City’s Contract with the Los Angeles County
Department of Animal Care and Control (LACDACC); and
4. Adopt a resolution establishing a licensing, microchip, and spay/neuter amnesty
opportunity for dog and cat owners who license their pets in accordance with the
amnesty requirements during the amnesty period (April 1, 2007 to June 29, 2007);
The Budget Amendment requires a 4/5 vote.
BACKGROUND:
Currently, all Culver City Animal Control services are contracted through LACDACC.
In FY 2005-2006, the City of Culver City had a total of 17,130 households with 2,974

licensed dogs. The current license fees are $20.00 for altered dogs and $40.00 for
unaltered dogs. Residents 60 years old and older may be exempt and/or eligible for
a reduced license fees if they meet specific income criteria.
LACDACC amended its Animal Control Ordinance (Title 10) in 2006 to include
various provisions. On September 11, 2006, the City Council adopted Title 10 in
total. At that City Council meeting, the City Council authorized, beginning July 1,
2007, the mandatory microchipping of dogs; mandatory spay and neutering of dogs;
and mandatory cat licensing and microchipping - pending the availability of
LACDACC to administer such services. Since the September 11
th
Council meeting,
staff has contacted LACDACC which has indicated its ability to support the new
requirements for Culver City cats.
Over the past year, the City Council subcommittee of Mayor Silbiger and
Councilmember Corlin has met to discuss animal care and control with City staff, the
Friends of Culver City Animals, elected officials and staff from other local cities. The
Subcommittee has been assessing current animal care and control services and
exploring opportunities for the future of the program. Areas evaluated by the
Subcommittee included bringing animal licensing in house and creating a
subsequent one year amnesty for the mandatory spay and neutering and
microchipping of dogs and cats.
DISCUSSION:
In-House Animal Licensing Software
Staff has received some complaints from the community regarding the timeliness of
receiving dog licenses from the County of Los Angeles and the occasional
mismatched pet licenses in homes with multiple pets. Subsequently, staff
researched options to bring animal licensing in house. Some of the benefits of an in-
house program include the ability to more closely and efficiently track the receipt of
animal license applications and payments, and the direct transfer of funds into the
City’s revenue accounts. Staff met with two providers of animal licensing software-
HdL and Progressive Solutions. HdL’s program is currently used to track Culver City
business license and property tax information, and Progressive Solutions
Ca$hierCentral cash receipting software is used by the City Treasurer’s Office and
will be used by Parks, Recreation and Community Services. Progressive Solutions’
Animal Control software program would include a seamless electronic interface via
the City’s cash receipting software. HdL’s program would provide the electronic
interface, however the service would be custom work and would require an
additional charge to be determined on a time and materials basis.City of Culver City, California

HdL’s fee for the basic program is $13,078 and the annual maintenance fee is
$2,495. Progressive Solutions’ fee is $17,600 (including maintenance until June 30,
2007). The annual maintenance fee of $2,600 would be due on July 1, 2007 and
would be included in the budget request for Fiscal Year 2007/2008 should the City
Council approve purchase of this software. Because Progressive Solutions’
software is already being implemented in processing City receipts, staff is
recommending the use of this program for greater efficiency in processing license
payments. Animal licensure software is provided by only a limited number of
vendors. Additionally, when the compatibility issue is factored into the decision, HdL
and Progressive remain the only software packages that meet the City’s
requirements. Under the City’s Purchasing Ordinance, because the purchase
amount is less than $20,000, formal bidding is not required,
With the use of an in house animal licensing system, staff has identified an
opportunity to improve the licensing process. Staff believes through the use of an
improved system, the number of pet licenses in Culver City will increase while also
improving customer service to Culver City residents. Based on Veterinary Market
Statistics, the national average number of dogs per dog owning households
represents an estimated 7,500 dogs in Culver City. And, there may also be an
estimated 6,500 cats in Culver City. In FY 2005-06, under the current contract with
LACDACC, 2,860 dogs were licensed resulting in gross revenues of $70,314.50,
which included license fees and penalties. Staff believes that an increased amount
of revenue will be realized through an in house licensing program and the new
requirement of cat licensing.
To implement the new software program, Progressive Solutions would import
LACDACC’s data into the system. The new in-house license system would be
managed by existing staff in the City Manager’s office with payments made through
the interfaced software in coordination with the City Treasurer’s Office.
Amnesty Process
In an effort to increase the number of dogs licensed in Culver City, staff has
contacted LACDACC who has agreed to expand its annual rabies vaccination clinic
to include dog licensing and free dog microchipping. This clinic will be held on April
21, 2007 from 7:30 a.m. to 3:30 p.m. at the Culver City Armory. The first 500 pet
owners desiring a free microchip for their dog must show proof of the dog’s spay or
neuter status and show proof of license and vaccination-or obtain one at the event.
Further, the County of Los Angeles offers free microchipping clinics throughout the
County. These free microchipping clinics represent a step forward to bring Culver
City dog owners into compliance.City of Culver City, California

Yet, staff believes the process to bring pet owners into compliance relative to
mandatory microchipping and spay and neutering will be an adjustment for
community members. In order to increase the effectiveness of this new ordinance,
staff recommends the offering on an amnesty to all dog and cat owners under the
following conditions:
Amnesty Period is April 1, 2007 to June 29, 2007
Dog and Cat owners who license their pets during the Amnesty
Period will have all prior license fees and penalties waived
To qualify for amnesty licensing, pets must follow all of the
requirements of Title 10 and the additional Culver City
requirements (including licensing, alteration and microchipping
of dogs and licensing and microchipping of cats).
Should this proposal be adopted by City Council, staff proposes to send postcards to
every household informing them of the amnesty, the requirements to qualify for the
amnesty, and the opportunity to come to the City’s microchipping/vaccination event
and other events in the County.
By purchasing an in-house animal licensing program and providing for the amnesty,
staff will have an opportunity to maximize the benefit of an in house licensing
program to update pet license data and bring more pet owners into compliance.
Further, using the data gathered in-house, staff would be able to provide the City
Council with more accurate revenue figures for use by the City Council in
considering what, if any, enhancements the Council may deem appropriate. To that
end, staff will complete its analysis of the April – June licensure data and provide the
City Council with an update at the City Council meeting of July 23, 2007.
While the licensing program is brought in-house, the City will still be in need of
animal control and sheltering services. The current contract with the County will be
amended to delete the licensing requirement effective April 1, 2007. Animal Control
and sheltering would continue to be provided through LACDACC.
FISCAL ANALYSIS:
While staff will present to Council in July a very accurate estimation of annual
licensure revenues based upon actual receipts during the amnesty period, it is
conservatively estimated that through implementation of the new licensure program,
an additional 20% (or 570 dogs) would be licensed. This equates to an increase in
annual revenue of $11,400 (570 x $20). Under the new cat licensing requirements, City of Culver City, California

staff conservatively estimates at least 500 cats would be licensed, generating an
additional $10,000 in licensing revenues.
The cost of the software from Progressive Solutions is $17,400. Staff recommends
the City Council appropriate $20,000 (to allow for the advertisement(s) for the
amnesty program and any unexpected contingencies) from the General Fund
Reserve and allocate this amount to an operating budget account, The City
Controller’s Office will be working with the City Treasurer’s Office to established
appropriate accounts for this approved program, including the revenue and
appropriation accounts.

Our Understanding
Culver City citizens and administration wish to improve management of the pet licensing
functions by providing services directly to their citizens. Currently the city contracts for these
services with the County of Los Angeles. A "window of opportunity" has opened to make this
change that created this opportunity to offer superior citizen services. The entire proposition
relies on the ability of the neW system to be live and operational before April 1, 2007. Per our
proposal, Progressive Solutions® will be pleased to accommodate this time frame. With the
"Progressive Solution", the city will benefit from a seamless electronic interface via the city's
CahierCentral cash receipting software. This functionality is included at no extra charge. In
addition to our superior time saving and accuracy maximizing software, Progressive Solutions®
also offers full internet renewal and payment features (as an option), that match the city's
desired goals and direction for improved & automated citizen services.

designed for reliability and flexibility. Features have been designed as table-driven options to
ensure complete flexibility, conforming to the Microsoft ° standard. Pet Track was designed
with extensive input from data entry clerks and customer service representatives—the people
who use the system with the greatest frequency. Most day-to-day operations may be handled
from a single screen for fast and efficient processing.
• Pen-rack' uses the Microsoft° SQL Server database engine. Data entry and
modifications are controlled through C++ programs that implement extensive data
validation.
• With a web interface, PetTrace has the ability to accept renewals and applications
over the Internet.
• Optional invoicing is integrated into the system.
• Ad hoc reporting is available as well as the ability to export data into Excel or Quaftro
Pro or any other ODBC compliant application.

accounts and the system allows the user to quickly switch between "parent" and "child"
accounts. When financial reports are run, linked accounts can be grouped.
• The Linked files feature allows the attachment of any kind of file or scanned document
to an account.
Fire, Police, Planning or any other department can process approvals on-line.
• Tight integration with Ca$hierCentral for printing to a receipt/validation printer.
• Optional integration with fingerprint recognition hardware for access control.
• The system supports data import/export of system data to a laptop.

Most commonly needed on-line data may be entered in the Account Maintenance Screen.
Cash receipts, customer notes, associated parties and additional information may be added for
new customers by selecting the appropriate tab with no screen changes. This makes learning
and navigation within the program very simple. Detailed customer data can be recorded and
accessed quickly by the intuitively designed interface.
Report Customization
Pet Track' allows the user complete control over the query generated by a report. All fields can
be queried on and then passed to a report with many different sort and display options. The
user may select from a choice of predefined report settings or may create and save their own.
The user may select the type of report based on a wide variety of data classifications (e.g.,
reports by pet name, color, age, license expiration, status code, note code, address, etc.). In
fact, virtually any field whether system or user defined can be used to build queries and
generate reports. There is a complete license register that prints out all certificates generated.
—PetTrace =also-allows-the -user-to -preview-the-report-before-it -is -printed. Reportsmay be
exported to Microsoft Excel, Microsoft Access, a comma-delimited file and others. Finally,
reports may be emailed without leaving PetTrack- software system.
Menu & Table Driven
PetTracr is both menu and table driven. Processes may be selected from the toolbar or main
menu using a mouse or keyboard. Right click menus are supported as well as context sensitive
and online helps.
Software Documentation
The documentation consists of an online context sensitive help file. Documentation updates are
generally provided with major software revisions for clients subscribing to annual software
support.
Additional Fields
Additional fields can be added by users or PSI. Fields can be configured and labeled to user
preferences. All new fields will then appear on the query menus where they can be searched.
"On-line" Data Entry
The software allows on-line entry of all new customer data in Pet Account Maintenance. This
entry may be performed while the customer service representative is on the telephone with the
requesting customer.
Free Form Notations
Pet Track includes an extensive note subsystem. These notes may be utilized to make any
notations needed for customer service information and change tracking.
Multiple User Design
Pet Track was designed as a multi-user system. Each user is given a security level. The
system administrator may elect to allow a user access to certain fields and not to others. Field
labels may be changed (even into different languages) depending on the user security level.
Access to the systems may also be granted and revoked at any time or on specific dates.

All changes to the database are time/date stamped and the user's name and workstation is
recorded. In addition, the user's name and workstation appears at the bottom of all data entry
screens. Changes to fields and all letter correspondence can also be automatically archived to
notes.
Search Capabilities
Any field may serve as the basis of an account lookup. In addition, when searching for
accounts the user may specify the sort order for the results.
Address Validation
I he petlidensing syStem pro- V06 — s an inTegrated— dibbase utility for verifying address formats. In
addition, an optional database is available on CDROM that provides immediate nationwide
address and zip plus four validations. This service provides updates every 2 months.
Software Maintenance & Upgrades
No charge is made for software assistance provided: (1) a Software Support Agreement is in
effect, (2) software assistance is not the result of modifications made by parties other than
Progressive Solutions ® and (3) Access to your system is available via the internet to facilitate
technical support. Software enhancements that are part of the regular update process are
included in the cost of the Software Maintenance Agreement. Charges for custom system
enhancements that the City may specifically request are made pursuant to written proposals
and are billed at the rate specified in such proposals.
6B. Scope of Services
Project Management Team
The project manager for the City will be Glenn Vodhanel. Kevin Harker, Software Development
Manager for PetTrace, may assist. Steve Le Van may assist with customer interviews to create
development of installation/program specifications and Shawn Cobarrubias may serve as a client
liaison and provide Crystal Reporte' customization. Additional personnel may be utilized as needed
to meet or exceed client objectives.
Installation, initial training and on-going support during the implementation period are all provided
and included.
Primary Objectives
• Efficient data entry, maintenance and validation.
• Efficient generation of licenses, renewals, delinquents and custom letters.
• Ease of obtaining ad hoc management and operational information.
Outline of Implementation Plan and Services
1. Discuss how the City is now doing business and what improvements can be made. Current
city forms will be reviewed and suggestions made for improvements based upon examples
from our current inventory of forms.
2. Review City municipal code and implement tables and rate structures in PetTrack—. This will
involve setting up rate structures where applicable for each type of charge that is utilized in
the system.
3. Have the City provide us with the current data files so that we can develop a migration matrix
to specify where and how data will be migrated. The data files will be provided in a machine
readable format and will include a description of the data fields. A test migration and
evaluation will be conducted at this time. We will also discuss the fields to be utilized and how
they will be configured in the system to best suit the City's needs.
4. Install software at the City with migrated data for evaluation, testing and review.
5. Have City review Custom Renewal, Delinquent, License and Underpayment forms developed
by Progressive Solutions ® based upon the City's specifications,
6. Schedule a go live date.
7. Upon receipt of city's final data, migrate data to Pet Track".
8. Provide migrated data and operational training to city staff.
9. Provide additional data tuning.
10. Software maintenance and customer support.

The number of days required for delivery and installation of the software after execution of the
contract and receipt of payment are determined by our receipt of your purchase order.
Implementation of our packaged software can be completed in as few as 30 days after contract
execution. An implementation schedule detailing the steps and responsibilities of each party will be
provided upon execution of the contract. Data migration assumes that the city provides their data to
PSI in personal computer readable format, and that the format will not change between the initial
migrated test data versus the final live migrated data. Access to the system and data must be made
available via Internet using the Symantec's PC Anywhere or other similar application at the time of
the live implementation. Go-live before April 1, 2007 requires contract execution by March 1,
2007.
Training
Training will be provided to end-users, managers and administrators of the software. No special
training is required for technical personnel other than a familiarization where the data is stored and
where the executable and dll files reside on the server.
The training will be conducted in the City's training room if one is available, or at the user's
workstations at the choice of the City. All training is hands-on with the most current converted City
data. Training or end-user workstations can be set up on the first day of training. Training and
documentation for setting up additional workstations will be provided to the City's IS staff.
We have allocated 2 days for training. Due to the intuitive nature of the software, most users are
comfortable with daily operations within 1 or 2 days. After the initial training, questions may arise
that can easily be handled through our courteous and prompt phone support that is included in our
maintenance agreement. Additional training can be purchased at our standard daily rate of $1200.
Data Conversion Procedure
The Migration procedure consists of:
1. Matrix definition (to identify customer fields and determine where fields will be transferred)
2. 2 data conversions (The first conversion is a test to identify any data issues. The second
conversion is done immediately prior to the live date.)
On the first conversion, the City must provide us with their current data in a suitable format via
internet or mail. We will convert the data and verify functionality within Pet Track to identify any
data issues as mentioned above. The City's current data will also help us to determine how the
fields should best be configured and utilized.
The migration procedure does not include any detailed data evaluation or modification unless
specified in writing and approved by both parties prior to migration. All customer data must be
provided in the same format for each conversion. Any data inconsistency and/or migration
rescheduling may result in implementation delay and/or additional charges. Typically, the data
addresses will be validated and cleaned up through the address validation software. From our
experience, our current system has the capability of storing far more detailed information than the
systems that we convert from, so it is anticipated that there will be no significant loss of data during
conversion.
8Interfaces
Since the system is designed to the ODBC standards, interfaces can be created between other
ODBC compliant products. In addition, PetTrack have built in financial export editors that allows
the financial export files to be tailored to virtually any format as well as tight integration with our
Ca$hierCentral product or existing system. The estimated pricing for interfaces will be included in
the quote on a time and materials basis. The interface to your Ca$hierCentral system is included.
System Growth and Enhancements
Regular enhancements to the system are made based upon customer requests. All customers
benefit from any enhancements made to the software. Updates are available from our website
ensuring our customers benefit from the latest changes in technology. Optional public lookup
inquiry is available through the Internet. Progressive Solutions® can work with the City's web
designer in order to configure this service. Other options available include taking payments and
applications for pet licenses through the Internet as a means of reducing data entry.
Software Support
The maintenance fee includes technical support, help with reports, etc. via phone, web and
Symantec's PC Anywhere. Also included are periodic software updates downloadable from our
website. Our current customers will verify that our customer support is very prompt and that most
report customizations and letters are included in the software support fee, making us unique among
our competitors.
Other Services
Progressive Solutions® currently performs a range of information services. All personnel involved in
system development have earned computer science degrees from reputable colleges, and/or have
proven their ability in past software development projects.
Modification of Agreement
Progressive Solutions ® will perform strictly to any negotiated agreement. Any modifications to the
negotiated agreement must be in writing and signed by the respective authorized representatives.

a privately held California corporation, was started by Glenn R. Vodhanel in
1979. The firm began by providing facility management services to municipalities. Additional
expansion occurred by marketing developed software and services to other governmental agencies.
Glenn R. Vodhanel currently serves as president and Yolande C. Vodhanel serves as both secretary
and treasurer.
As president, Mr. Vodhanel is authorized to represent the company and to make most required
decisions. Progressive Solutions ® is not a party to any pending litigation.
From the beginning, the Company has maintained a sound and stable financial condition. It has
had and continues to have the ability to meet its obligations as they come due, and has sufficient
cash reserves for contingencies. Banking references are available from the Customer Service

Glenn Vodhanel is the founder of the company and continues to assist customers with consulting

In 1981, Mr. Vodhanel earned his BA in business administration with a concentration in accounting.

Setup and License Fee
We propose the above initial one-time fee to establish the various charges and finance codes and
configuration of the Pet Track licensing system. Also included in this price are custom forms. We
are proposing to utilize the Microsoft SQL Server Client-Server Database in the proposal. This does
not include the SQL Server software and license from Microsoft ° that from our understanding the
City may already have.
We propose to utilize the Microsoft ° SQL Server Client-Server Database for maximum performance
and enhanced reporting capabilities. Assuming that a SQL Server box is available, it is expected
that no additional hardware will be required unless the City decides to utilize a receipt printer and
cash drawer with the pet licensing system. If this is desired, the pricing for these 2 items is listed
under F. Options.
The above fee will include conversion of the city's active license files if the current license data can
be provided in a standard PC format. If this is not possible, manual conversion is available on a
time and materials basis.
Web site payment setup and configuration. We will be pleased to work with your Information
Services staff in developing web renewal and payment options for the City's Customers. We can
quote a fixed price or provide a time and materials structure.
Optional Components
PetTrackTm is compatible with a variety of optional components to facilitate ease of use. Optional
components are listed in F. Options.
Progressive Solutions® 11 February 15, 2007Concurrent User License
We have proposed a solution that includes 1 concurrent user license. This proposal allows an
unlimited number of staff members to be established. The only limitation is that no more than 1
user may access the system concurrently (at the same time); departmental approval and read only
users are unlimited. We have made this proposal in the interest of providing the city with a low cost
solution that meets or exceeds the city's needs.
Forms
Progressive Solutions maintains a supply of blank forms designed specifically for PetTrack"r".
Using these forms will ensure printer compatibility. The above custom forms design is quoted using
PSI forms. The use of other forms may incur additional cost. If other forms must be used, we
recommend that our forms (paper) be used as a template.
Zip+4 Validation
Progressive So/utionigrincludes automatic Zip+4 Validation for Pea-rad -77 Addresses are
automatically parsed and validated as an actual deliverable mailing or business address at the time
of data entry.
Customization Services
PetTrack is a table driven system designed to adapt to the operation of most licensing entities.
Should the city desire specific programming modifications to our system, modifications are available
on either a fixed price or time and material basis.
This proposal is valid for 90 days from the date of the proposal. Most implementations can be
completed within 30 to 60 days from receipt of an executed agreement!
Annual Maintenance and Customer support Fee
The maintenance fee includes technical support via phone, web and Symantec's PC Anywhere.
Also included are periodic software updates and fixes downloadable from our website.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, IMPLEMENTING AN AMENSTY
PROGRAM FOR DOG AND CAT LICENSING FOR THE
PERIOD OF APRIL 1 2007 TO JUNE 29, 2007.
WHEREAS, animal licensure is an important component of ensuring pets are
properly cared for; and

require all pet owners to license and alter (spay and neuter) their dogs and license their cats
(among other requirements); and
WHEREAS, the City Council has also expressed its support for the mandatory
alteration and microchipping of cats to provide the same benefits of such procedures to our
feline companions as those enjoyed by our canine friends; and,
WHEREAS, in an attempt to improve licensure rates in the City of Culver City
and to provide all Culver City pet owners with an opportunity to comply with the new
requirements, the City Council wishes to implement an amnesty program for dog and cat
licensing.
NOW, THEREFORE, the City Council of the City of Culver City, California,
DOES HEREBY RESOLVE as follows:
1. The Dog and Cat Licensing Amnesty Program ("Amnesty Program") is
hereby authorized and declared for the period of April 1, 2007 to June 29, 2007 ("Amnesty
Period"), under all of the following conditions:
a. Pet owners who license their dogs and cats during the Amnesty
Period shall have all prior license fees and associated penalties waived.

b. To qualify for the Amnesty Program, pet owners must comply with
the provisions of Ordinance 2006-010 which, among other things, requires
licensing, proof of alteration, rabies vaccination and microchipping for dogs, as
well as licensing of cats.
c. Additionally, to qualify for the Amnesty program, pet owners who
are licensing their cats must show proof of alteration, microchipping, and other
requirements of current law, similar to the requirements for dog licensure
contained in Ordinance 2006-010.
d. All other provisions of currently applicable law shall remain in full
force and effect.
2. The City Manager or his designee is hereby empowered to effectuate
this Amnesty Program in accordance with the provisions contained in this Resolution.
3. This Resolution shall take effect immediately upon its adoption.
