RECOMMENDATION:
Staff recommends the City Council approve a budget amendment to record revenue
and the appropriation of $123,000 in 2005 Land and Water Conservation Fund
(LWCF) grant funds for the Culver West Alexander Park Rehabilitation Project (P-
835).
A four-fifths affirmative vote is required to amend the budget.
BACKGROUND:
The City Council adopted a resolution to approve the application for the 2005 Land
and Water Conservation Fund (LWCF) grant for the Culver West Alexander Park
Rehabilitation Project (P-835) at the April 18, 2005 meeting (Attachment 1). The
Land and Water Conservation Fund Grant Program, administered by the State of
California Department of Parks and Recreation, provides resources for acquisition or
development of neighborhood, community and regional parks with emphasis on
encouraging people to enjoy outdoor recreational activities. The LWCF is a federally
funded competitive grant program.
The purpose of securing LWCF funds for the Culver West Alexander Park
Rehabilitation Project was to supplement the $147,480 in Proposition A grant funds
awarded by the Los Angeles County Regional Park and Open Space District for the
project. Since County funds qualify as matching funds under LWCF provisions
(which require a dollar-for-dollar match), this application for additional funding
seemed an ideal way to enhance the scope of the project so that it further met the
needs of the City and its residents.

DISCUSSION:
In September 2005, the Parks, Recreation and Community Services Department
(PRCS) received notification from the State of California Department of Parks and
Recreation that the Culver West Alexander Park Rehabilitation Project was
recommended for funding to the National Park Service (NPS) under the Land and
Water Conservation Fund Program. In June 2006, PRCS received a letter from the
State Office of Historic Preservation stating that the preliminary studies submitted on
behalf of the City of Culver City indicated that the project will not affect historic
properties. On October 31, 2006, a fully executed LWCF contract for the Culver
West Alexander Park Rehabilitation Project in the amount of $123,000 was received.
Staff recommends that the City Council approve a budget amendment to record
anticipated revenue and the appropriation of $123,000 in 2005 Land and Water
Conservation Fund (LWCF) grant funds for the Culver West Alexander Park
Rehabilitation Project.
This is a reimbursement based grant. Project expenses will be fronted by the
General Fund and reimbursement requests will be made with 50% being reimbursed
from the Prop. A (County of Los Angeles) and 50% from the LWCF (Federal
Government through the State of California). Under the recently implement grants
policy, staff will request reimbursement as rapidly as permitted under the grant
agreements.

If the Council takes action in the affirmative, the funding sources for the Culver West
Alexander Park Rehabilitation project will be as follows:

As of November 2, 2006 approximately $29,000 in LA County Prop A funding has
been spent on the project. The funds remaining are earmarked for constructing a
jogging trail, enhancing the McConnell Boulevard entrance to the Park, enlarging the
picnic area, new landscaping and other related park improvements.
