RECOMMENDATION
Staff recommends the City Council approve the submittal of an application for Solid Waste Infrastructure for Recycling (SWIFR) grant through the United States Environmental Protection Agency (EPA).
BACKGROUND/DISCUSSION
The Bipartisan Infrastructure Law provides $275,000,000 total from Fiscal Year 2022 to Fiscal Year 2026 for grants authorized under the Save Our Seas 2.0 Act. Projects funded through the opportunity should implement building a circular economy for all strategy series; improve local post-consumer materials management programs, including municipal recycling; and make improvements to local waste management systems.
The City of Culver City’s Environmental Programs and Operations (EPO) Division of Public Works seeks approval to apply for the EPA SWIFR grant program under one of the current work plan items listed in the Public Works’ Department goals, to be determined once the most competitive and applicable grant program is selected. The grant is due on December 20, 2024, and staff is securing City Council approval to apply for EPA funding in advance of the deadline.
FISCAL ANALYSIS
There is no fiscal impact to approving the grant application. The minimum grant award is $500,000. Cost sharing and matching funds are not required for the SWIFR grant program, but voluntary cost sharing may make a project more competitive. The City will leverage existing funding to make the application package most competitive.
